4th edition Transnational Call Driving Urban Transitions 2025

Funded projects are expected to:
• Generate scalable and replicable solutions for Positive Energy Districts, 15-minute Cities or Circular Urban Economies across diverse European urban contexts
• Deliver demonstrable reductions in energy use and greenhouse gas emissions, improved resource efficiency and circularity, and enhanced climate resilience in partner cities
• Increase accessibility, inclusiveness and wellbeing of urban communities by reorganizing mobility, services and public space according to 15-minute City principles
• Develop governance, financing and business models that enable large-scale deployment and long-term sustainability of innovative urban solutions
• Foster transnational knowledge exchange and build capacity among public authorities, private sector, academia and civil society across the DUT Partnership
• Contribute evidence and recommendations to inform EU urban policy, the New European Bauhaus and future calls under the Horizon Europe framework

• Transnational consortia involving partners from multiple member countries of the Driving Urban Transitions Partnership (28 countries, c.67 funding organisations)
• Projects must clearly address one of the three Transition Pathways (PED, 15minC or CUE) and demonstrate how they contribute to the European Green Deal, EU Urban Agenda, UN SDGs, the New European Bauhaus and Paris Agreement objectives
• Proposals must present clear work plans for co-design, implementation, monitoring and replication of solutions in real urban contexts
• Two-stage submission process: Stage 1 (concept note) and Stage 2 (full proposal)
• Conformity with national/regional eligibility and funding rules of each participating country or agency (details in call text)
