Scope Requirements

• The project must accelerate multi-physical and virtual testing of EV battery systems to reduce development costs and time to market.

• Proposals must systematically address electrical, thermal and mechanical loads, failure modes, ageing and misuse, and their interdependencies.

• Test methodologies must integrate physical and virtual approaches (XiL environments) and combine physics-based with data-driven strategies.

• Simplification of test plans is required: fewer, less complex tests with increased reliability and safety insights.

• Synergies across chemistries, designs and scales must be exploited, with scalable results from cell to system level.

• Research must yield advanced response strategies for damaged or aged batteries.

• Deliverables include proposals for harmonised European safety classification standards.

• Coordination with specified parallel projects (HORIZON-CL 5-2025-04-D 5-03 and HORIZON-CL 5-2023-D 2-02-03) and the CSA (HORIZON-CL 5-2025-D 2-02-06) is mandatory.

• Plans must include exploitation, scalability, commercialisation and funding roadmaps.

• Projects should engage the JRC under equal-information conditions and report contributions publicly.

• Procurement strategies must prioritize EU/associated-country production and traceability of materials and equipment.

• Instrument: HORIZON Innovation Action (IA) under Lump Sum Grant (HORIZON-AG-LS), single-stage.

• Indicative budget for this topic: EUR 24 000 000 in 2025, aiming for ~3 grants of ~EUR 8 000 000 each.

• Eligible applications must adhere to Horizon Europe rules, deadlines (opening 16 Sep 2025; deadline 20 Jan 2026 17:00 Brussels time) and lump sum funding model.

• Projects must operate under the co-programmed European Partnership on Batteries (Batt 4 EU), reporting KPI progress to the Partnership.

• Use of materials, products and equipment from EU Member States or associated countries is required unless no valid alternative exists; procurement plans and production locations must be detailed.

• Applicants must establish cooperation with specified parallel and support actions, and may involve the JRC, subject to equal-information protocols.

• Exploitation plans must address product/process/service creation, marketing, business plan and potential Innovation Fund support.

• Projects are expected to contribute to and align with relevant thematic digital tool development (battery passport) and post-crash safety research.
