Expected Outcomes
• Mature civil security technological solutions aligned with EU security policy priorities in Cluster 3 destinations.
• Facilitated access for small innovators to the civil security market.
• Improved cooperation frameworks between public buyers and small suppliers for rapid innovation uptake.
• Stronger, sustainable partnerships among EU SMEs, start-ups, RTOs and larger industry, enhancing EU security innovation capacity and reducing dependencies on non-EU suppliers in critical areas.
Scope Requirements
• Consortium of 3–7 beneficiaries including at least 2 SMEs from 2 different Member States or Associated Countries and at least 1 civil security end-user organisation (option A–D).
• Foster cross-border SME collaboration and involve end-users as validators and first adopters.
• Include collaboration schemes between SMEs and RTOs and/or large industry for technology transfer or innovative business model creation.
• Allocate at least 50% of the budget to SMEs.
• Maximum project duration of 2 years.
• Lump-sum funding under Horizon Lump Sum Grant model.
Special Conditions
• One SME is encouraged to take the role of coordinator (MIDCAP may coordinate if justified).
• Participation of non-SME industries and RTOs permitted but capped at 15% of total budget.
• Consortia must justify how each beneficiary meets additional eligibility conditions; applicants must complete the “Information about security practitioners” annex in the submission IT tool.
• Eligible costs are covered by lump-sum contributions as per the EC Decision of 7 July 2021.
• Proposals exceeding evaluation thresholds will be awarded a STEP Seal.
• At least 50% of the budget must be allocated to SMEs.
