Required Results for Successful Funding

Expected Outcomes

- Further contribution to the previously agreed expected outcomes of topics HORIZON-CL 6-2021-BIODIV-02-01 and HORIZON-CL 6-2023-BIODIV-01-18, ensuring continuity of Partnership activities
• Measurable progress toward EU Nature Restoration Regulation and European Climate Law objectives, including the development of innovative ecosystem restoration solutions to maintain and enhance natural carbon sinks
• Advancement and validation of nature-based solutions and ecosystem-based adaptation measures
• Enhanced availability and interoperability of biodiversity and ecosystem data through EOSC-federated infrastructures
• Strengthened science-policy interface via targeted monitoring and advisory activities
• Improved synergies and complementarities with EU Missions, Partnerships, and relevant programmes (e.g., space, open science, Green Deal initiatives)
Funded areas

Scope Requirements

- Proposal must be submitted by the coordinator of the consortium funded under HORIZON-CL 6-2021-BIODIV-02-01 and HORIZON-CL 6-2023-BIODIV-01-18 (additional partners may be included)
• Focus on flagship programmes 2025-27 defined in the co-created seven-year Strategic Research and Innovation Agenda, including:

• Transnational research project calls

• Biodiversity and ecosystem monitoring actions

• Science-based policy advisory activities

• Horizontal activities to ensure Partnership operations and to meet its five objectives
• Annual organisation of joint calls, allowing sufficient time for call preparation, execution and evaluation
• Development of solutions in line with the EU Nature Restoration Regulation and European Climate Law: ecosystem restoration, carbon sink enhancement, nature-based and ecosystem-based adaptation
• Expansion of data infrastructure through EOSC-federated European Research Infrastructures
• Close collaboration with EC Knowledge Centre for Biodiversity, Bio Agora, and EU space programmes (Copernicus, Galileo)
• Specific activities to strengthen complementarities with other relevant EU Missions and Partnerships
• Submission of a separate annex detailing additional activities and partners for grant agreement amendment
Additional Conditions for Applicants

Special Conditions

- Eligibility: Only the current Biodiversa+ coordinator may submit the proposal; inclusion of additional partners is permitted
• Action implemented via amendment to the existing grant agreement under topic HORIZON-CL 6-2021-BIODIV-02-01
• Funding rate for additional activities: 30% of eligible costs
• Financial support to third parties (FSTP):

• Provided as grants, no EUR 60 000 threshold applies

• Max EUR 7 000 000 per third party (may be higher if objectives would otherwise be impossible or overly difficult, with justification)

• Grants may start retroactively from the submission date if justified
• Mandatory use of Copernicus and/or Galileo/EGNOS data/services for satellite-based Earth observation components
• Compliance with Horizon Europe General Annexes A–G, MGA templates, application and evaluation forms, and relevant guidance (HE Programme Guide, Online Manual)
• Evaluation by committee partly composed of EU institution representatives; must consider existing context and initial evaluation scope
• Award pending successful amendment preparations; coordinator invited to submit grant agreement amendment
