Continuation of the European partnership on animal health and welfare, funding additional activities and partners to sustain and expand research projects, integrative activities, financial support to third parties, networking, training and policy advisory, aimed at delivering ready-to-use tools, solutions and innovations with uptake by farmers, veterinarians and stakeholders.

Expected Outcomes

The successful proposal will further contribute to the outcomes defined under topic HORIZON-CL 6-2023-FARM2FORk-01-2 by:
• Continuing the implementation of agreed activities in animal health and welfare
• Delivering additional research and innovation outputs in line with the partnership’s strategic agenda
• Strengthening uptake of tools and solutions by farmers, veterinarians and stakeholders
• Enhancing science-based policy advice
• Expanding the partnership through new members and international collaborations
• Demonstrating synergy with related Horizon Europe partnerships and maximising overall impact
Funded areas

Scope Requirements

- Objective: continue support to the European partnership on animal health and welfare (identified in Horizon Europe Strategic Plan 2021-2024 and funded under HORIZON-CL 6-2023-FARM2FORk-01-2)
• Eligibility: only the coordinator of the original consortium may submit the proposal (without prejudice to inclusion of new partners)
• Proposal must align with the partnership’s co-created strategic research and innovation agenda
• Activities must reflect a balanced proportion of financial support to third parties and internal consortium activities
• Deliverables: ready-to-use tools, solutions and innovations; uptake by end-users; science-based policy advice
• Focus on additional priority activities; continuation of on-going activities only if duly justified
• Inclusion of additional partners from Member States and Associated Countries not already in the consortium
• Pooling of financial resources from participating national/regional programmes for co-funded transnational calls, with adequate timing to run projects
• Description of specific additional activities to strengthen complementarities with related partnerships and to enhance international cooperation
• Evaluation of additional activities to take into account existing context and initial evaluation scope
• Provision of a separate annex detailing how additional activities and partners will be incorporated into the grant amendment
Additional Conditions for Applicants

Special Conditions

- Funding scheme: Horizon Europe Programme Cofund Top-Up, implemented as an amendment to the existing grant agreement
• Eligibility condition: proposal must be submitted by the coordinator of the consortium funded under HORIZON-CL 6-2023-FARM2FORk-01-2
• Funding rate: 50% of eligible costs (justified by in-kind contributions and nature of activities)
• Financial support to third parties (grants) is a primary activity; the €60 000 threshold of Article 207(a) of the Financial Regulation does not apply
• Maximum grant per individual third party: €10 000 000 (higher amounts possible if duly justified)
• Retroactive eligibility: grants may start as of the proposal submission date, costs eligible from that date if justified
• If using satellite-based data/services, beneficiaries must use Copernicus and/or Galileo/EGNOS
• Admissibility conditions: proposal page limits, layout and eligibility of countries as per Work Programme General Annexes
• Financial and operational capacity, exclusion criteria, evaluation and award procedures as described in General Annexes (Annexes B, C, D, F and G)
• Applicants must submit a separate document outlining additional activities and partners for the grant amendment
