Expected Outcomes

- Continuation and further development of the European Partnership Water Security for the Planet (Water 4 All) activities
• Contribution to the expected outcomes defined under topic HORIZON-CL6-2021-CLIMATE-01-02: enhanced water security and resilience across Europe and beyond
• Implementation of the 2023–27 Strategic Research and Innovation Agenda, delivering annual co-funded calls and resulting third-party grants
• Operational living labs and demonstration sites proving the efficiency and scalability of innovative water solutions
• Increased uptake of R&I results by policy-makers, water managers and economic sectors
• Strengthened international cooperation addressing water-related UN SDGs and technology transfer in diverse contexts
• Enhanced coordination and alignment between EU, national and regional water research programmes and policies
• Tangible contributions to the Nature Restoration Regulation, European water resilience strategy and EU climate adaptation plan

Funded areas

Scope Requirements

- Proposal must be submitted by the coordinator of the consortium funded under topics HORIZON-CL6-2021-CLIMATE-01-02 and HORIZON-CL6-2023-CLIMATE-01-01 (Water 4 All)
• Focus on implementation of the co-created Strategic Research and Innovation Agenda for 2023–2027 over a seven-year horizon
• Fund additional activities (and, where justified, include additional partners) in view of the Partnership’s intended scope and duration
• Align with Article 24(2) of the Horizon Europe Regulation and build on the context and evaluations of the first two grant phases
• Present in a separate annex the description of all additional activities and any new partners, indicating how they will be reflected in the amended grant agreement
• Pool financial resources from participating national/regional research programmes and seek synergies with the European Regional Development Fund
• Allocate sufficient timeline within the project for the design, launch and evaluation of annual co-funded calls
• Address coordination and alignment of EU, national and regional programmes, and strengthen the research-policy interface
• Emphasize contributions to Nature Restoration Regulation, European water resilience strategy and climate adaptation plan
• Describe measures to ensure complementarities with specified EU Missions and Partnerships

Special Conditions

- Implementation through an amendment to the existing grant agreement under topic HORIZON-CL6-2021-CLIMATE-01-02
• Only the established consortium coordinator may submit; inclusion of additional partners is permitted subject to evaluation
• Evaluation of additional activities must take into account the context and outcomes of the first two Partnership phases
• Funding rate for eligible costs: 30%
• Financial Support to Third Parties (FSTP) is a primary activity; grants only; €60 000 threshold (Art. 207(a) Financial Regulation) does not apply; max €7 000 000 per third party (higher if duly justified)
• Retroactive start date allowed from submission date with justification; eligible costs counted from this date
• Projects using satellite-based EO or positioning data must use Copernicus and/or Galileo/EGNOS
• Proposals must comply with general admissibility, eligibility, exclusion and capacity criteria (Work Programme General Annexes)
• Evaluation committee includes EU institution representatives; award decision leads to grant amendment preparations
