Required Results for Successful Funding

Expected Outcomes

• Continued delivery of the partnership’s agreed outcomes under HORIZON-CL 6-2023-FARM 2 FORK-01-9, furthering the transition to fair, healthy and environment-friendly food systems.
• Implementation and periodic update of a long-term strategic R&I agenda that catalyses research projects and horizontal activities aligned with evolving EU food system priorities.
• Launch and successful execution of annual joint calls, funding high-impact third-party R&I projects across the agrifood value chain.
• Expansion of the partnership’s membership, enhancing geographic coverage, interdisciplinarity and stakeholder engagement.
• Strengthened synergies and cooperation with other EU Missions, European Partnerships and external initiatives to maximise co-benefits and systemic impact.
• Robust governance, monitoring, evaluation, dissemination and communication frameworks that ensure transparency, accountability and uptake of results by policy-makers, industry, SMEs, civil society and other stakeholders.
• Measurable contributions to sustainable farming, biodiversity protection, climate resilience, healthy diets, circularity and resource efficiency within the EU Food, Bioeconomy, Natural Resources, Agriculture and Environment Work Programme destination “Fair, healthy and environment-friendly food systems from primary production to consumption.”
Funded areas

Scope Requirements

Proposals must:
• Be submitted by the coordinator of the consortium currently under grant agreement preparations for topic HORIZON-CL 6-2023-FARM 2 FORK-01-9.
• Focus on delivering and updating the partnership’s co-created strategic R&I agenda for 7–10 years, including inspiration for calls, new priorities and a timeline for upcoming work.
• Include a credible plan to seek and integrate additional partners (especially from under-represented Member States and Associated Countries).
• Demonstrate capacity to organise annual co-funded calls and factor sufficient time for project implementation.
• Describe specific activities to strengthen synergies with related Missions and Partnerships (Cluster 6 and beyond).
• Present, in a separate annex, detailed descriptions of the additional activities and partners to be covered by the grant amendment, including how they will be incorporated into the existing grant agreement.
• Align with Article 24(2) of the Horizon Europe Regulation and respect obligations from the original grant agreement.
• Ensure evaluation of additional activities takes into account the existing context and initial evaluation scope.
Additional Conditions for Applicants

Special Conditions

• Eligibility is restricted to the coordinator of the original HORIZON-CL 6-2023-FARM 2 FORK-01-9 consortium.
• Action is implemented via an amendment to the existing grant agreement; costs incurred from the proposal submission date may be eligible if retroactive start is justified.
• Funding rate for additional activities is 30% of eligible costs.
• Participants may provide financial support to third parties (FSTP) without the usual EUR 60 000 threshold; maximum individual third-party grant is EUR 10 million (higher only if duly justified).
• FSTP is a primary activity; third-party grants must be awarded in the form of grants.
• Proposals must comply with General Annexes A–G (Admissibility, Eligibility, Exclusion, Evaluation, Legal and Financial set-up) and use the standard HE COFUND application, evaluation and grant agreement templates.
• Evaluation committee will include EU institution representatives, and the award decision leads to grant agreement amendment preparations.
