• Increased EU production capacity for clean technologies in Member States and Associated Countries.
• Diversified supply sources and strengthened supply-chain resilience.
• Achievement of high environmental standards in manufacturing processes.
• Contributions toward Net Zero Industry Act targets and reduction of strategic dependencies.
Scope Requirements
• Target key cross-sectoral manufacturing technologies (additive, joining, forming, surface processing, high-precision machining) that generate impact across chosen net-zero sectors.
• Integrate one or more supporting systems: innovative metrology/inspection, advanced automation, digital twins/data mining, circular manufacturing approaches, and relevant skills/standards.
• Improve productivity, upscaling, waste reduction, time-to-market and process integration.
• Ensure minimal environmental footprint in terms of energy and resource use and CO₂ emissions.
• Include a business case and exploitation strategy demonstrating target markets, market size, user needs, competitive advantage, TRL advancement obstacles, required investments, skills, value-chain matching, robustness, integrators and user acceptance.
• Focus on manufacturing within the Union; exclude technologies in topic HORIZON-CL 4-INDUSTRY-2025-01-TWIN-TRANSITION-34.
Special Conditions
• Proposals must comply with Horizon Europe General Annexes (layout, page limits, admissibility, eligibility, evaluation criteria, legal and financial setup).
• Single-stage submission by 23 September 2025, 17:00 Brussels time.
• Use of extended page limit is encouraged for detailed business case and exploitation strategy.
• Consortia may voluntarily contribute data, indicators and knowledge to JRC platforms (INCITE, EIGL) to enhance policy relevance.
• Development of scalable training materials for skill development is recommended, potentially up-scaled via ESF+.
• This topic implements the co-programmed European Partnership “Made in Europe”.
