What is the Advancing remote operations to enable the sustainable and smart mobility of people and goods based on operational and societal needs (CCAM Partnership) – Societal Readiness Pilot Call?

Grant Description
This call invites proposals to explore operational and societal conditions for remotely monitoring, assisting and operating highly automated vehicles (SAE Level 4) in urban, rural or confined areas. It addresses challenges such as safety, cybersecurity, liability, interoperability, infrastructure, human factors, business cases, policy and governance, aiming to lay the groundwork for integrated demonstrators of connected, cooperative and automated mobility (CCAM) remote operations.
Required Results for Successful Funding

Expected Outcomes

Project results are expected to deliver all of the following:

• A comprehensive set of principles, guidelines and requirements for remote operations clarifying operational complexities (safety, cyber-security, liability, privacy, certification, training, interoperability, cross-border operations) and a standardised approach to extend the ODD of CCAM solutions.

• Defined infrastructure prerequisites (technology and communications, including SNS components), specifying technical standards and investment needs for seamless integration with current transport systems and accounting for environmental impact.

• Extended safety validation methodologies for remote operations that enhance acceptance and trust of road users in CCAM systems.

• Identification and description of at least two economically viable business cases for remote operations complementing the ODD, including economic cost-benefit analysis, market potential, scalability factors and clear value propositions for stakeholders.

• In-depth understanding of human factors across in-vehicle and remote perspectives, legal requirements and working conditions for remote operators, addressing cognitive load, fatigue, stress, ergonomics and essential skills, and establishing conditions for job quality, safety, competence and acceptance across diverse cultural contexts.

• Responsiveness to the needs and concerns of diverse social groups (including gender and other categories), thereby enhancing potential societal uptake and building trust.

• Policy and governance recommendations to establish new or update existing legislation for remote operations, including clear descriptions of stakeholder roles and responsibilities that vary by operation type.

Scope Requirements

Proposals must:

• Address remote operations of SAE Level 4 Automated Driving Systems (ADS) by an external human operator, as defined by UNECE.

• Explore two distinct use cases (urban, rural and/or confined areas) covering at least two areas: transport of people, transport of goods or combined people/goods transport.

• Evaluate for each use case: business models, infrastructure needs, safety assurance, legislation, organisational and cultural aspects.

• Conduct human factors analysis (skills, performance, situational awareness, cognitive and ergonomic factors) and define working conditions.

• Identify at least two viable business cases with economic analysis (costs, benefits, market potential, scalability, stakeholder value proposition).

• Define infrastructure prerequisites (tech standards, communication reliability, SNS components) and assess environmental impacts.

• Extend safety validation methodologies to include remote operators and wireless interface, in line with EU 2022/1426, SUNRISE results and coordination with specified HORIZON-CL calls.

• Apply a system-of-systems approach integrating technology (infrastructure support, communications, cybersecurity, generative AI where applicable) with human-centred design and societal aspects.

• Analyze potential rebound effects, energy sufficiency and sustainability.

• Engage stakeholders inclusively in problem formulation, concept development, co-creation and co-assessment.

• Follow RRI principles (reflection, inclusion, anticipation, responsiveness) with active SSH participation.

• Prepare for subsequent demonstrator phases by validating technological adaptations in relevant environments.

• Report results to the CCAM Partnership and use the EU-CEM for CCAM evaluation.

Special Conditions

• This is a Societal-Readiness pilot: proposals must follow Societal Readiness instructions (interdisciplinary approach, deepening responsiveness to societal needs) as per Horizon Europe 2025 Work Programme.

• Grant type: HORIZON Research and Innovation Action (RIA), lump sum (HORIZON-AG-LS).

• Coordinated development of safety validation methodology must reference EU 2022/1426, build on SUNRISE (GA 101069573) and coordinate with HORIZON-CL 5-2023-D 6-01-02, 5-2024-D 6-01-02, 5-2024-D 6-01-03.

• Proposals must include dedicated SSH expertise and demonstrate how SSH disciplines facilitate socio-technological interface and Societal Readiness activities.

• Projects will be expected to report on Key Performance Indicators (KPIs) of the co-programmed European Partnership on Connected, Cooperative and Automated Mobility (CCAM) and apply the European Common Evaluation Methodology (EU-CEM) for CCAM.

• Remote operations definition follows UNECE informal document No 16.

• Compliance with lump sum decision of 7 July 2021 and general/admissibility/legal/financial conditions in Horizon Europe General Annexes.

• No specific conditions beyond standard Horizon Europe MGA and Work Programme rules.
