What is the AI Factory Antennas Call?

Grant Description
Selection of entities or consortia to establish AI Factory Antennas linked to established EuroHPC AI Factories. The call addresses the need to strengthen the EuroHPC AI Factory network by providing national AI ecosystems with support services, algorithmic and training activities, talent access and remote computing on AI-optimised supercomputers. Expected outputs include operational Antennas delivering services to support large-scale AI model development, testing and ecosystem growth.

Expected Outcomes

Selected AI Factory Antennas will:

• Strengthen and extend the Euro HPC AI Factory network by serving as national/regional access points linked to established AI Factories.

• Provide critical support services (user support, algorithmic expertise, professional services), training, talent access and computing resources to national AI ecosystems, catalysing uptake of large-scale AI model training and development.

• Enhance the mission and objectives of their associated AI Factory by expanding service coverage, improving data access and fostering trustworthy AI practices.

• Facilitate collaboration and best-practice exchange across AI Factories, Antennas and European/national AI and HPC initiatives.

• Contribute to the growth of AI talent pools through structured skills plans, courses and partnerships with universities and SMEs, thereby accelerating innovation and socio-economic impact at national and EU level.
Funded areas

Scope Requirements

To be eligible, proposals must:

• Be submitted by an entity or a consortium of entities all registered and having legal personality in a single Euro HPC Participating State.

• Represent a Participating State that has not yet been selected to host or partner in an AI Factory.

• Include a pre-agreed association (Letter of Intent) with an established AI Factory (selected under Calls EUROHPC-2024-CEI-AI-01 or AI-02).

• Demonstrate financial commitment from the Participating State (covering ≥50% of total eligible costs not funded by the EU or other Union contributions).

• Comply with Horizon Europe admissibility (70-page limit, Annex A/E) and eligibility (Annex B/C) conditions.

• Not involve entities already beneficiaries of an AI Factory grant or participating in more than one AI Factory Antenna.

• Adhere to a single-stage submission by 30 July 2025, 17:00 CET.

• Respect funding rules: up to 50% EU funding rate; maximum EU contribution €5 million per AI Factory Antenna for up to 3 years; total call budget €70 million; up to 8 grants.
Additional Conditions for Applicants

Special Conditions

• Applicants must submit:
– A Letter of Support from an authorised representative of the Participating State, confirming coverage of the non-EU funding share.
– A co-signed Letter of Intent with the established AI Factory, including an annex on association conditions and any financial terms; to be formalised into a Memorandum of Understanding upon selection.

• In multi-entity consortia, a consortium agreement must set out internal arrangements; the designated coordinator must hold power of attorney to sign and administer the grant.

• The AI Factory Antenna assumes full financial and operational liability under the Euro HPC JU grant.

• Equipment and infrastructure costs must be declared as depreciation, except small-scale AI compute assets may be capitalised in full.

• Applicants must ignore any portal warnings about participant numbers.

• Submission must use the call-specific Part B application form and annex templates.
