What is the AI Foundation models in science (GenAI4EU) (RIA) Call?

Grant Description
This research and innovation action aims to develop open-source AI foundation models tailored to one of four scientific domains (materials, climate change, environmental pollution, agricultural science). Projects must build and adapt a foundational model to multiple downstream tasks, integrate interdisciplinary expertise, ensure data quality and FAIR principles, document use cases, assess risks, and engage the scientific community through open science practices.

• Advanced AI technology tailored to scientific needs, extensible to other tasks

• New or improved scientific foundation models that serve as common bases for specialized downstream applications

• Enhanced solutions to societal and scientific challenges (e.g. pollutant detection, climate predictions, sustainable materials, precision agriculture)

• Bridged knowledge gaps and fostered interdisciplinarity across AI and domain sciences

• Broadened access to AI tools via open-source and open science practices, especially benefiting under-resourced research communities

• Established groundwork for future funding and scaling of scientific foundation models across disciplines
Funded areas

Scope Requirements

Proposals must address exactly one of the specified domains (A–D). They must: 1) develop an open, robust foundation model (not limited to Generative AI) for the chosen domain; 2) demonstrate its usefulness by fine-tuning to subtasks / scientific problems; 3) illustrate additional potential applications. Models must integrate multimodal scientific data and be adaptable to diverse tasks, with transparent architecture and domain-knowledge integration methods. Proposers must secure high-quality FAIR data, describe curation and QC processes, and contribute to data standards (formats, metadata, ontologies). Projects must include a strategy for accessing required computational resources (e.g. EuroHPC), a transparent model architecture design, and synergies with data-management solutions (knowledge graphs). At least four concrete use cases and scientific challenges must be identified. Proposals must include risk assessment of misuse, plans for public release, maintenance, evolution and regular community promotion. Where relevant, involve SSH expertise to address ethical, legal and privacy considerations. Synergies with EOSC Gen AI 4 EU, EuroHPC support services, Weather Generator, Trillion Parameter Consortium and other infrastructures are encouraged. Gender dimension integration is optional.

• Lump sum funding modality under Horizon Europe rules; no unit costs

• Admissibility: follow page limits/layout in General Annexes Annexes A/E and Application Form Part B

• Eligibility: see General Annex B; pre-defined number of grants per domain (≥2 in materials, ≥1 in each of climate, pollution, agriculture)

• Evaluation: standard RIA criteria with quotas per domain; thresholds as per Annex D

• Legal & financial: lump sum MGA, simplified costs decision applies

• Deliverables include open-source code, datasets (unless justified), documentation, case studies, risk register, community engagement plan

• Projects must justify closed assets if any and follow GDPR and IP rules

• Proposals must demonstrate LEAR appointment, legal entity validation, financial capacity

• Applications must use the specific submission entry for Horizon RIA Lump Sum
