This call supports research and innovation actions to develop and demonstrate generative artificial intelligence powered digital twins of complex real-world systems for European research infrastructures. Required Results for Successful Funding

Expected Outcomes

Project results are expected to deliver:
• Demonstrations of innovative use of AI (aligned with Gen AI 4 EU and Apply AI strategy) for setting up and managing highly complex modelling and simulation activities across diverse RIs.
• New best practices and guidelines for AI-driven model generation, digital twin creation, simulation and simulation-observation data fusion.
• Emergence of novel AI-powered applications and use cases for digital twins, supporting transformative research methods and advanced future services in key sectors.
Funded areas

Scope Requirements

Proposals must:
1. Use generative AI (in line with Gen AI 4 EU and Apply AI strategy) to create or enhance digital twins of complex systems in key impact sectors (e.g. healthcare including mental health; transportation; agriculture; environment; manufacturing; Clean Industrial Deal fields).
2. Base solutions on existing generative AI model baselines, defining required data fusions, visualisations and end-to-end workflow execution.
3. Advance RI capabilities by opening new research areas and broader user communities (industrial, scientific, policy), addressing EU policy objectives and socio-economic challenges.
4. Demonstrate solutions, at least in part, in a relevant environment conducive to sustainable production, including a cost estimate for operations.
5. Leverage recent advances in AI (Foundation Models such as LLMs; Federated Learning) and connect to EU AI initiatives (European AI factories, AI-on-demand).
6. For Earth-systems and socio-economic impact digital twins, adhere to Destination Earth standards and ensure interoperability with the existing Destination Earth system.
7. Cover all of the following required aspects:

• Setup of complex modelling and digital twin environments using generative AI.

• Data-driven approach with demonstration in at least three distinct application scenarios.

• Mechanisms for non-technical decision-makers to define scenarios for simulation.

• Validation of AI trustworthiness/reliability and open communication of AI use.
8. Additionally address some or all of:

• Best practices for AI-generated digital twin setup.

• Contributions to European AI factories’ capabilities.

• Cross-domain validation (solutions operating in at least two scientific domains).
9. Exploit synergies with existing Horizon Europe RIA/CSA projects (e.g. Gen AI 4 EU central hub) and emerging infrastructures (EuroHPC, AI-on-demand).
10. For energy-intensive industrial transition topics, plan close cooperation with the EC Joint Research Centre (JRC).

Admissibility and eligibility conditions:
• Page limits and layout governed by Horizon Europe Work Programme General Annexes (Annex A & E) and Part B of the Application Form.
• Eligible countries as in Annex B; non-EU/Associated country rules apply.
• Protection of European communication networks (Annex B restrictions).
• Financial and operational capacity and exclusion criteria (Annex C).
• Evaluation and award: criteria, scoring and thresholds (Annex D); submission and evaluation process, timeline (Annex F).
• Lump sum funding as per 7 July 2021 Decision; legal and financial setup in Annex G.
• Use of HORIZON-AG-LS (lump sum) grant model and the standard HE RIA application, evaluation and MGA templates.
• Proposals must be submitted via the Funding & Tenders Portal by 18 Sept 2025, 17:00 Brussels time.
• Earth-systems digital twins must comply with Destination Earth standards.
• Energy-intensive industrial transition proposals should coordinate with JRC.
• Participation may trigger additional national provisions for non-associated countries.
