Expected Outcomes

A coordinated stakeholder community across supply- and demand-side constituencies developing and monitoring a shared technology roadmap for end-to-end device, network, computing and communication infrastructures; incorporation of demand-side perspectives and requirements into the supply-side LSP; creation of progressively scaled demos based on LSP and Horizon research results; convergence of telecoms, software and middleware providers on a modular, flexible telco-edge-cloud infrastructure and services approach; established mechanisms for regular exchange, collaboration and joint governance—including an open-source repository with critical mass of building blocks and support services; enhanced alignment of EU infrastructure strategies with policy objectives and White Paper recommendations; continuous dialogue and consultation forum for vertical application sectors; identification of emerging paradigm shifts in virtual worlds, energy, mobility and community services; insights into monetization, interoperability and market trends for edge computing, middleware frameworks, AI-enabled telco operations and telco-cloud-edge-IoT convergence.

Scope Requirements

Consolidate priorities and maximize benefits across different demand perspectives and implementation timelines for key infrastructure services; align demand and supply side strategies and roadmaps with the EU White Paper on communication infrastructures and other relevant policies; coordinate and integrate the work of the supply-side LSP and the Open Internet Stack actions; support open-source delivery of Telco Edge Cloud building blocks by the supply-side pilot, aligned with industrial interests and common European building blocks (e.g. Sylva, Anuket, Nephio, CAMARA); ensure a continuous feedback loop between demand-side vertical developments and supply-side progress; provide a forum for consultation and input from demand-side application sectors and verticals into the development of supply-side architecture and building blocks; identify paradigm shifts in vertical domains (virtual worlds, mobility, communities, energy) driving network virtualization, performance and new services; assess monetization models for edge computing, middleware and software frameworks through market, value chain and ecosystem trend scouting in dynamic content delivery, AI for telco operations, edge computing, and telco-cloud-edge-IoT convergence; build clear synergies with the Digital Europe Programme and Connecting Europe Facility, while noting that the integration of the gender dimension is not mandatory.

Special Conditions

The coordinator must adopt a neutral position and be a key stakeholder in the field; participation is restricted to legal entities established in EU Member States, Iceland, Norway and associated countries, with exclusion of entities directly or indirectly controlled by non-eligible countries to safeguard EU strategic autonomy; actions must comply with Horizon Europe admissibility, eligibility, capacity and evaluation provisions set out in the Work Programme General Annexes; single-stage submission by 02 October 2025, 17:00 Brussels time; budget for this CSA topic is €2.5 million with an indicative grant range of €1.8–2.5 million.
