Funded areas

Scope Requirements

Projects must meet the following criteria:
• Location: Infrastructure must be deployed along the TEN-T network corridors and in TEN-T maritime and inland ports.
• Technical specifications:

• Electric charging stations for heavy-duty vehicles must provide at least 150 kW, 350 kW or 1 MW output.

• Hydrogen refuelling stations sized and located to serve heavy-duty road vehicles, public transport bus depots, rail shunting terminals, inland waterways and maritime vessels.

• Bunkering facilities for ammonia and methanol meeting port regulations.
• Eligibility of costs:

• Equipment, construction, installation, land acquisition and associated works.

• Synergetic cost of green hydrogen production (Section 10.6 Work Programme).
• Excluded costs: purchase of vehicles or vessels, except for an initial number of inland waterway or short sea vessels to kick-start use (eligible cost limited to the cost difference between fossil‐fuel and zero‐emission vessels).
• Applicants must be based in eligible countries (see Section 6 of the call document) and demonstrate financial/operational capacity (Section 7).
• Compliance with TEN-T Regulation 2024/1679, EU Financial Regulation 2024/2509 and CEF Regulation 2021/1153.
• Proposals must respect admissibility conditions (Section 5), page limits/layout (Application Form Part B), and follow submission guidelines (Section 8).

Special Conditions

- Costs related to vehicles or vessels are ineligible, except for initial inland waterway or short sea shipping vessels; in that case, only the incremental cost to zero-emission is eligible.
• Green hydrogen production costs may be included as synergetic elements under Section 10.6 of the CEF-T Work Programme.
• Three submission cut-off dates: 24 September 2024, 11 June 2025 and 4 March 2026 at 17:00 Brussels time.
• Call text updates:

• 23 May 2024: Electric charging in public bus depots made eligible.

• 10 March 2025: Eligibility criteria for maritime/inland vessels and amendment of extension principle for unit contributions.

• 18 June 2025: Third cut-off postponed; proposal numbers closed for second cut-off.
• Admissibility, eligibility, exclusion, award criteria, scoring and thresholds detailed in Sections 5–9 of the call document.
• Proposals must be submitted via the Funding & Tenders Portal Submission System using the provided forms; supporting documents include detailed budget, Gantt chart, environmental compliance file, financial approval letters, etc.
• List of Implementing Partners to be confirmed by new Administrative Agreements for 2024–2025.
