What is the Alternative Fuels Infrastructure Facility - Unit Contributions Call?

Grant Description
The call supports the deployment of alternative fuel supply infrastructure by funding the installation of high-power electricity recharging infrastructure for light-duty vehicles at a minimum of 150 kW and heavy-duty vehicles at a minimum of 350 kW along the Trans-European Transport Network. It aims to decarbonise transport corridors by increasing the availability of fast charging stations, covering installation costs only.

- Deployment of a network of publicly accessible high-power EV chargers that fills gaps along TEN-T corridors and in urban nodes, ensuring continuity for both LDVs and HDVs.
• Enhancement of charging infrastructure density to meet AFIR targets and support long-distance electric road transport decarbonisation.
• Promotion of EV uptake by improving availability, reliability and accessibility of fast-charging services (including in bus depots and SSPAs).
• Contribution to EU climate and transport policy objectives, reducing CO₂ emissions and advancing the shift to alternative fuels.
• Leverage of private-sector financing through blended funding to maximize EU budget impact and stimulate co-investment in green infrastructure.
Funded areas

Scope Requirements

- Geographical: charging infrastructure must be located on the TEN-T core, comprehensive or extended road network, or within 3 km driving distance from a TEN-T exit; urban node deployments are also eligible.
• Technical: LDV pools must comprise recharging points each capable of ≥150 kW, with at least 50% of points in a pool able to deliver that output in parallel; HDV points must each be capable of ≥350 kW output. Pools must be dedicated either to LDVs or HDVs with clearly separated access.
• Applicant Eligibility: public or private Charge Point Operators (CPOs) and e-Mobility Service Providers (e-MSPs) established in eligible Member States; use of Implementing Partners for financial support is required.
• Financial: proposals must be blended calls combining an EU grant with at least 10% of total project cost financed by a public or private financial institution (implementing or non-implementing partner), evidenced by a Financial Approval Letter.
• Ineligible: vehicle purchase or leasing costs; upgrades of existing charging stations; uncommitted credit lines; works carried out before grant agreement signature.

- Multiple cut-off submission model with three deadlines: 24 September 2024, 11 June 2025 and 4 March 2026 (17:00 Brussels time).
• Admissibility and eligibility rules per call document sections 5 and 6; capacity and exclusion criteria per section 7; evaluation procedures per section 8; award criteria and thresholds per section 9; legal/financial set-up per section 10.
• Applicants must use the Submission System’s Part A/B application forms and annex templates; third-party Q&A clarifications and call text updates (e.g. bus depot eligibility as of May 2024, maritime/inland vessel criteria, unit contribution extension principle) are binding.
• Environmental compliance file required; any activity requiring an EIA must include supporting documentation.
• Call is a blending (mix grant and loan/equity) instrument; pure self-financed projects are inadmissible.
