Expected Outcomes

- Strengthened capacity of EU-level CSO networks to promote and protect disability rights;
• Enhanced implementation of the European Strategy for the Rights of Persons with Disabilities 2021-2030 and the European Pillar of Social Rights at all governance levels;
• Improved collection, exchange and uptake of data and good practices among policymakers and stakeholders;
• Increased cooperation between civil society and public authorities, resulting in tangible policy or legislative inputs;
• A series of mutual learning events leading to shared methodologies and tools for inclusive policy-making;
• Broad public and stakeholder awareness-raising campaigns achieving measurable reach and engagement;
• A more cohesive European advocacy voice, leading to concrete advances in the rights and social inclusion of persons with disabilities.
Funded areas

Scope Requirements

- Applicant must be an EU-level network of civil society organisations active on disability rights at local, regional, national and transnational levels;
• Activities must directly contribute to the implementation of the European Pillar of Social Rights, the European Strategy for the Rights of Persons with Disabilities 2021-2030 and the UN Convention on the Rights of Persons with Disabilities;
• Proposals for Operating Grants (SGA) must be submitted in parallel with Framework Partnership Agreement (FPA) proposals: first submit the FPA and then use the FPA submission number in the SGA application;
• Only organisations holding a signed Framework Partnership Agreement are eligible to receive an operating grant;
• Applicants must meet admissibility (Section 5) and eligibility (Section 6) criteria of the call document, including legal status, thematic focus and geographical coverage;
• Applicants must demonstrate financial and operational capacity and comply with exclusion rules as per Section 7;
• Proposals will be evaluated and awarded according to the criteria and scoring rules set out in Sections 8 and 9 of the call document;
• Submission deadline: 27 August 2025, 17:00 Brussels time (single-stage call).
Additional Conditions for Applicants

Special Conditions

- Mandatory parallel submission: FPA proposal must be submitted and accepted before SGA submission is considered;
• Only entities with a signed FPA on the CERV-2025-OG-DISA-FPA topic can receive an SGA under CERV-2025-OG-DISA-SGA;
• Applicants must use the Funding & Tenders Portal for submission and cannot change the chosen grant type once confirmed in the system;
• Compliance with EU Financial Regulation 2024/2509, CERV Regulation 2021/692, Rules for Legal Entity Validation and other applicable EU funding rules;
• Adherence to call-document provisions on admissibility, eligibility, capacity assessment, evaluation and grant agreement signature timelines;
• Projects must respect EU values and the principles of non-discrimination and inclusiveness.
