What is the Apply AI: GenAI for the public administrations Call?

Grant Description
Supports pilot projects for procurement, fine-tuning and integration of European generative artificial intelligence solutions in public administrations to automate routine tasks, enhance citizen-centric services and decision making, ensure replicability across Member States, and foster a community of practice
Required Results for Successful Funding

Expected Outcomes

- At least three to four fully operational pilots of European Gen AI solutions embedded within public administrations, addressing real-world use cases.
• Demonstrated improvements in public service delivery, including:

• Automation of routine tasks and drafting of legal texts.

• Enhanced citizen-centric, personalized service channels (e.g., advanced chatbots, virtual assistants).

• Improved accessibility and one-stop service integration across social protection, healthcare, employment, migration, security and other domains.
• Tangible support for policy and decision-making (e.g., sustainable urban planning, infrastructure design, transport systems modelling).
• Optimised internal administrative operations, smarter budget planning and human-resource allocation.
• ‘Law as code’ implementations making legislation machine-readable and simplifying complex procedures for citizens and businesses.
• Replication strategy and initial roll-out of piloted solutions across additional public administrations and Member States.
• Formation and active engagement of a Gen AI 4 EU community of public administrations, fostering peer learning and sustained collaboration.
Funded areas

Scope Requirements

- Eligible lead partners: public administrations at national, regional or local level from EU Member States, EEA-EFTA or associated countries.
• Consortium composition may include higher education institutions, research and technology organisations, civil-society and non-governmental organisations.
• Proposal must include:
1. Overview of proposed European Gen AI models/solutions and detailed description of specific use cases in the participating administrations.
2. Clear articulation of expected outcomes and benefits for citizens, public servants and administrations.
3. Demonstration of consortium’s technical, organisational and procurement capacity to integrate, scale and sustain the solutions.
4. Letter of commitment from relevant Member State or regional/local authorities guaranteeing 50% co-funding of project costs.
• Use only foundation models developed by European AI companies or laboratories.
• Projects must plan for replicability across at least two additional public administrations, preferably in different Member States.
• Budget envelope per pilot: EUR 5–7 million of EU funding, matched 1:1 by beneficiaries’ own or other public funds.
• Maximum of four pilot grants awarded under this call.
Additional Conditions for Applicants

Special Conditions

- Consortium members acting as project implementers (e.g., HEIs, RTOs, NGOs) are ineligible to participate as suppliers in the public administrations’ procurement tenders.
• All procured Gen AI solutions must comply with EU AI Act requirements on data protection, explainability, bias mitigation, transparency, robustness, sustainability and human oversight; cybersecurity risks must be addressed.
• Admissibility, eligibility, exclusion, evaluation and award criteria, page limits and application templates are as specified in Sections 5–10 of the call document and the online manual.
• Deadline: 2 October 2025, 17:00 Brussels time.
• Priority given to proposals demonstrating strong EU-added value (cross-border replication, alignment with Digital Europe Programme objectives).
