Expected Outcomes

Proposals are expected to deliver:
• Rapid valorisation of research results by markets, society or policymakers through AI-driven processes.
• Concrete mitigation of Europe’s "innovation paradox" by empowering R&I actors with AI tools to identify and exploit valorisation opportunities.
• At least 100 fully developed AI-powered valorisation roadmaps, business plans and partnership strategies guiding market uptake of research-based innovations.
• An operational AI-powered valorisation toolbox embedded with ethical, legal, social and institutional considerations.
• A dynamic multistakeholder network model engaging SMEs, social enterprises, NGOs and communities in knowledge valorisation.
• A comprehensive knowledge base of insights, best practices and responsible AI principles to inform future valorisation efforts and policy making.

Scope Requirements

Proposals must:
• Align with EU policy and regulations on AI ethics and integrate social sciences and humanities perspectives.
• Focus on harnessing AI and machine learning to accelerate valorisation of scientific knowledge and research results.
• Identify appropriate existing AI tools/instruments, adapt or combine them into a coherent valorisation toolbox.
• Design, execute and document AI-powered valorisation plans in a minimum of 100 research-based innovative solutions across varied societal challenge domains.
• Incorporate AI functionalities for feasibility analysis, legal/regulatory mapping, funding and support guidance, investor matching, sector insights and intellectual asset management.
• Engage a broad range of stakeholders (SMEs, social economy actors, NGOs, local communities) to co-create valorisation pathways and optimise outreach and engagement.
• Produce a structured knowledge base capturing tested use cases, best practices and responsible AI principles for community and policymaker use.

Special Conditions

- Type of action: HORIZON Coordination and Support Action (CSA) under Horizon Europe, lump-sum grant model.
• Single-stage submission via the Funding & Tenders Portal by 23 September 2025, 17:00 Brussels time.
• Budget: approximately EUR 3 million for this topic (Digital-62).
• Eligibility: Participants from eligible countries as defined in Annex B of the Work Programme; lump-sum eligibility per Decision of 7 July 2021; financial and operational capacity assessed per Annex C; evaluation per Annexes D, E, F and G.
• Applicants must select and address the relevant destination (e.g. Destination 6: Digital and industrial technologies driving human-centric innovation) from the Horizon Europe 2025 Work Programme Part 7 and align proposals with its expected impacts.
• Deliverables must include the AI toolbox, documentation of at least 100 tested AI valorisation plans, stakeholder engagement methodologies and a publicly accessible knowledge base.
• Compliance with the EU AI Act, Horizon Europe Model Grant Agreement (HE CSA), Programme Guide and related guidance documents is mandatory.
