• Improved knowledge and advanced modelling tools to guide restoration of degraded ecosystems, ensuring provision of ecosystem services.

• Enhanced capacity of national competent authorities, decision-makers and practitioners to implement restoration activities based on updated knowledge and modelling tools.

• Full integration of nature restoration considerations into climate and land-use policy modelling frameworks.

• Contribution to the European Climate Law objectives by promoting nature-based solutions and ecosystem-based adaptation.

• Greater coherence and mutual support between biodiversity and climate policies, delivering co-benefits for sectoral strategies.

Scope Requirements

• Achieve EU 2030 and 2050 restoration targets: restore significant areas of degraded and carbon-rich ecosystems; halt deterioration of habitats/species; secure at least 30% favourable status by 2030; cover ≥20% land and sea by 2030; all ecosystems by 2050.

• Support EU Nature Restoration Regulation implementation by modelling:
– Good condition thresholds under the Habitats Directive and Marine Strategy Framework Directive.
– Favourable reference area values for habitats and ecosystems.
– Species ecological needs (habitat quantity/quality) and habitat–species linkages.
– Connectivity, functionality and coherence of Natura 2000 and marine reserve networks.
– Analysis of restoration pathways for short-term (2030) and long-term (2040-2050) biodiversity targets.

• Select and clearly indicate either Area A (terrestrial focus) or Area B (marine focus).

• Build on existing projects and IPBES scenarios and models assessments.

• Allocate resources for active collaboration and integration with other selected projects under this topic.

• Plan concrete cooperation activities (to be defined later) with ESA’s Future EO programme, Horizon-CL 6-2025-01-BIODIV-04 and BIODIV-06.

• Engage with the EC Knowledge Centre for Biodiversity and Bio Agora.
Additional Conditions for Applicants

Special Conditions

• Lump-sum grant under Horizon Europe RIA with a single-stage submission.

• Proposals must clearly specify Area A or Area B.

• If using satellite data, beneficiaries must use Copernicus and/or Galileo/EGNOS services.

• Do not contact ESA or its projects during proposal preparation.

• Allocate sufficient budget for coordination with ESA, KCBD and Bio Agora.

• Ensure data workflows are FAIR-by-design; consider real-time data feeds and EOSC storage/access.

• Transparency requirements extend beyond documentation to protocols, code and assumptions.

• Citizen science approaches are encouraged but not mandatory.

• Adhere to all Horizon Europe admissibility, eligibility, evaluation and MGA conditions (General Annexes A–G).
