Grant Description
This Coordination and Support Action will fund a comprehensive analysis of technology infrastructure facilities and services in Ukraine, assess damage and capacity losses caused by the war, identify industrial user needs, develop an investment agenda for post-war reconstruction, and pilot integrated networks of technology centres to strengthen research-industry links and support technology transfer.

• A comprehensive overview of Ukraine’s existing Technology Infrastructure landscape, detailing facilities and service portfolios.
• A quantified assessment of TI capacity losses due to the Russian aggression.
• A nuanced understanding of TI user needs across large industrial companies and SMEs in Ukraine.
• A prioritised investment agenda addressing war-related capacity gaps and future technology development needs of the Ukrainian industry.
• A shortlist of Ukrainian Technology Centres capable of piloting an integrated TI network to strengthen research–industry linkages and de-risk private R&I investments.
• A concrete strategy and action plan for scaling up pilot TI networks at regional, national and international levels, fostering technology transfer and accelerating post-war industrial reconstruction.

Scope Requirements

• Methodology: must comprehensively map Ukraine’s TI facilities and services, assess war-induced damage and capacity loss.
• Stakeholder engagement: mandatory collaboration with Ukrainian national/regional authorities and R&I organisations (RTOs, universities, research institutes, technology centres).
• User needs analysis: cover both public and private sectors, large companies and SMEs, with attention to strategic technologies and long-term economic development.
• Capacity gap analysis: identify mismatches between supply and demand for TI services.
• Investment agenda: produce a prioritised list of investment areas and types (facility rehabilitation, new services, networks, EU partnerships) for Ukraine’s post-war reconstruction.
• Pilot network design: identify Technology Centres to develop an integrated TI service network in a selected technology area or industrial ecosystem.
• Scale-up planning: deliver a concrete strategy and action plan to expand pilot networks regionally, nationally and internationally.
• EU-alignment: methodologies must build on relevant EU-level work and the experience of EU organisations hosting TI facilities.
• Synergies: projects must seek collaboration with existing national, European or international TI initiatives (e.g. Open Innovation Test Beds, Testing & Experimentation Facilities, European Digital Innovation Hubs).
Additional Conditions for Applicants

Special Conditions

• Funding model: lump-sum grant under HORIZON-AG-LS; maximum EU contribution around EUR 1.5 million; single-stage submission.
• Admissibility and eligibility: proposals must comply with page limits and layout (Annex A/E), eligible country rules (Annex B), and financial/operational capacity criteria (Annex C).
• Application: use the HE CSA specific application form; evaluation according to Annex D (award criteria) and Annex F (process/timeline).
• TI definition: use the definition agreed by the Expert Group on Technology Infrastructures.
• Destination alignment: applicants must select and align with one of the Industry Work Programme 2025 destinations (1, 2, 4 or 6) relevant to this topic.
• Stakeholder requirement: strong engagement from all relevant public and private stakeholders, including those hosting TI facilities.
• Collaboration: build on or partner with existing projects and initiatives to avoid duplication and maximise impact.
• Lump-sum rules: follow the Decision of 7 July 2021 on lump sum contributions and the Horizon Europe Financial Regulation 2024/2509.
