Required Results for Successful Funding

Expected Outcomes

Project results are expected to contribute to all the following outcomes:
• Generation of new scientific evidence on how bottom-up social entrepreneurship shapes and contributes to neighbourhood co-creation in line with New European Bauhaus values.
• Enhanced capacity of inhabitants (including marginalised and vulnerable groups) and civil society actors to share knowledge and experiences and to cooperate in bottom-up social entrepreneurship.
• Demonstrable improvements in inhabitants’ quality of life and well-being, strengthened social cohesion and sense of belonging, and creation of new economic impulses and employment opportunities within neighbourhoods.
Funded areas

Scope Requirements

Proposals must:
1. Deliver a minimum of three bottom-up social entrepreneurship pilots across at least three Member States or Associated Countries.
2. Analyse, for each pilot, the local social, cultural, economic, financial, regulatory and legal barriers and drivers shaping market uptake and competitiveness of bottom-up social enterprises.
3. Assess the business case and potential to generate social/environmental impact and attract (impact) investments for each pilot.
4. Demonstrate how structured cooperations between inhabitants and civil society actors—rooted in strong public–private partnerships—facilitate knowledge exchange and capacity building for bottom-up social entrepreneurship, taking into account place-based specificities.
5. Show how bottom-up social entrepreneurship initiatives increase inhabitants’ quality of life, well-being, foster social cohesion and a shared sense of belonging.
6. Evaluate how pilot results can influence future neighbourhood co-creation and policy decision-making in line with New European Bauhaus values.
7. Employ a participatory and transdisciplinary methodology integrating diverse actors (public authorities, local communities, civil society, investors) and multiple disciplines (SSH, architecture/design, arts, business, economics, finance).
8. Ensure significant involvement of SSH disciplines and experts to maximise societal impact.
9. Allocate at least 0.2% of the total project budget to share intermediate and final results with the NEB hub for results and impact.
Additional Conditions for Applicants

Special Conditions

- Funding is provided as a lump sum grant under the Horizon Europe Lump Sum Grant model (HORIZON-AG-LS, Decision of 7 July 2021).
• Single-stage submission open from 06 May 2025 to 12 November 2025 (17:00 Brussels time).
• Consortia must include participants from at least three Member States or Associated Countries and implement a minimum of three distinct pilot actions.
• Mandatory effective contribution by SSH experts, institutions and integration of SSH methodologies.
• Adherence to New European Bauhaus working principles and definitions as per the NEB Work Programme Glossary.
• At least 0.2% of the total budget must be dedicated to sharing project findings with the “New European Bauhaus hub for results and impact” (HORIZON-MISS-2024-NEB-01-03).
• Proposals must comply with all Horizon Europe General Annexes (admissibility, eligibility, evaluation, financial and MGA conditions).
