Expected Outcomes

• A lasting AU-EU sustainable R&I partnership framework that can implement joint R&I programmes on climate change and sustainable energy.

• Researchers, industry, public authorities and citizens gain access to enhanced knowledge, assessment methods, tools and a pan-African-EU expertise network.

• Strengthened AU-EU Climate Change and Sustainable Energy Collaborative Partnership and reinforced EU science diplomacy in Africa.

• Contribution to the EU’s leadership in global and multilateral initiatives, implementation of the AU-EU Innovation Agenda and Green Deal objectives of closing Africa’s energy access gap and reducing CO₂ emissions.

Scope Requirements

• Build upon LEAP-RE achievements to establish a sustainable collaboration framework.

• Expand and support the existing community of researchers, industry, innovators and funding organisations; create links to other relevant R&I communities.

• Embed human and institutional capacity-building to transform the partnership into a long-term collaboration platform.

• Cover thematic areas: renewable energy, energy efficiency (including clean cooking), energy access in Africa and CO₂ reduction.

• Integrate social sciences, humanities and gender studies at all stages.

• Include detailed plans for post-project financial and structural sustainability of the AU-EU R&I partnership.

• Ensure complementarity with the designated Africa-EU co-fund and climate action pillar topics.

• Proposals must articulate a 2030-2050 vision and concrete steps for its implementation.
Additional Conditions for Applicants

Special Conditions

• Action type: HORIZON Coordination and Support Action (CSA) under lump sum grant (HORIZON-AG-LS), single-stage submission.

• Funding model: lump sum contributions per the 7 July 2021 Decision; no detailed budget categories.

• Admissibility: comply with page limits and layout in Annex A/E of the Horizon Europe General Annexes and Part B of the application form.

• Eligibility: per Annex B of the General Annexes; at least 40% of beneficiaries must be established in African Union member states; AU member state entities may exceptionally participate as beneficiary or affiliated entity.

• Financial and operational capacity, exclusion rules per Annex C.

• Evaluation criteria, scoring and thresholds per Annex D; submission and evaluation processes per Annex F.

• Use HE CSA application and evaluation templates; follow HE Programme Guide and lump sum Model Grant Agreement.

• Submission via Funding & Tenders Portal by 02 September 2025, 17:00 Brussels time.

• Legal entity validation, LEAR appointment and financial capacity assessment as required by EU Grants AGA.
