What is the Business and consumer surveys - FPA Call?

Grant Description
A call by the European Commission to establish two-year framework partnership agreements with organisations to carry out harmonised business and consumer survey programmes across all EU Member States and candidate countries. Addresses the need for comparable economic cycle data to support economic and monetary union management. Expected output is regular survey data and indicators on business and consumer sentiment.

Expected Outcomes

- Regular delivery of harmonised business and consumer confidence indicators for all covered countries, aligning with the Joint Harmonised EU BCS Programme’s monthly and quarterly publication schedules.
• High-quality, comparable data sets that enable the European Commission to monitor and compare business cycles across the EU and candidate countries for EMU management and policy-making.
• Methodological reports detailing survey design, sampling, data collection and quality control procedures, ensuring transparency and reproducibility.
• Enhanced statistical capacity in participating countries through training, standardisation of methods and ongoing cooperation under the Framework Partnership Agreement.
• Timely provisioning of survey findings to support economic analysis, forecasting and decision-making within DG ECFIN and other EU bodies.
Funded areas

Scope Requirements

- Geographic coverage: All 27 EU Member States plus Albania, Montenegro, North Macedonia, Serbia and Turkey.
• Beneficiary types: Legal entities meeting the eligibility conditions set out in the call document and EU Financial Regulation 2024/2509 (public bodies, national statistical institutes, research organisations, private sector entities).
• Duration: Framework Partnership Agreement signature by May 2026; implementation from May 2026 until April 2028.
• Proposal format: Use the call-specific Application Form (Part A and Part B) available in the Funding & Tenders Portal. Observe page limits and layout rules as described in Part B of the application form.
• Budgeting: Follow the BCS Unit Cost Grid for personnel costs; submit a Detailed Budget Table (BCS) and Request for Unit Cost Grid Validation (if applicable).
• Submission: Single-stage via the Funding & Tenders Portal between 15 May 2025 and 24 September 2025, 17:00 Brussels time.

Special Conditions

- Admissibility conditions: Proposals must respect the page limits and layout detailed in Part B of the application form; late or incomplete submissions will be rejected.
• Eligibility conditions: Only entities from the participating countries listed in the “BCS List of participating countries” are eligible.
• Evaluation: Award criteria, scoring and thresholds are fully described in the call document; applicants must consult the Evaluation and Award section.
• Legal and financial setup: Grants will be governed by the BCS Framework Partnership Model Grant Agreement (BCS-FPA-AG) and the Annotated Model Grant Agreement (AGA).
• Document versions: A revised Call Document (with updated project acronym naming convention) was published on 2 July 2025; applicants must use this version (page 11).
• Information sessions: Attendance to the 22 May 2025 info session is recommended; recordings and materials (administrative/financial guidance, portal demo, detailed budget template) are available online.
• Portal rules: All submissions, partner searches and LEAR appointments must comply with the Funding & Tenders Portal Terms and Conditions and Privacy Statement.
