What is the Business and consumer surveys - SGA Call?
Expected Outcomes
• Methodological enhancements leading to improved sampling, questionnaire design and data-collection efficiency
• Validated and transparent unit cost models for personnel and survey operations
• Timely production and transmission of monthly and quarterly indicators (e.g., business climate, consumer confidence indices)
• Strengthened comparability of survey outputs across participating countries and enhanced overall data reliability
Scope Requirements
• Single-stage call: opening 15 May 2025; deadline 24 September 2025 (17:00 Brussels time)
• Proposals must respect page limits and layout rules set out in Part B of the application form
• Applicants must be based in one of the countries listed in the “BCS List of participating countries” document
• Use of the official application form templates (Part A & B) and Detailed Budget Table (BCS)
• Mandatory inclusion of Survey Methodology Descriptions for Business and Consumer surveys
• Follow the BCS Unit Cost Grid Validation procedure and submit a request when necessary
• Choose and cannot change the type of MGA (BCS-PJG or BCS-SGA-AG) upon submission
• Compliance with BCS Regulation No 1997/2241, EU Financial Regulation No 2024/2509 and Portal Terms & Conditions
Special Conditions
• Attendance at the Info Session (22 May 2025, 14:00–17:00 CET via Teams) is strongly recommended for all operational and financial managers
• Info session recording, slides (administrative & financial aspects, portal navigation, submission demo) and budget template (for reference only) are available
• No partner search announcements are planned for this call; applicants may publish partner requests for future topics via their LEAR or account administrator
• No prior Q&A items published; enquiries to ECFIN-BCS-CALL-QUESTIONS@ec.europa.eu or IT Helpdesk for technical issues
• Submission portal enforces choice of MGA type and does not allow changes once confirmed
