What is the Call for proposals for action grants to support transnational projects in the fields of e-Justice, victims’ rights and procedural rights Call?

Grant Description
This call aims to facilitate effective and non-discriminatory access to justice for all and effective redress, including by electronic means, by promoting efficient civil and criminal procedures and supporting the rights of all victims of crime as well as the procedural rights of suspects and accused persons. It covers two priorities: e-Justice and victims’ rights and procedural rights.

Expected Outcomes

Funded projects should deliver:
• Improved cross-border interoperability of judicial systems through new or enhanced e-Justice services.
• More efficient, transparent and user-friendly civil and criminal procedure workflows, reducing delays and costs.
• Better protection and empowerment of victims of crime via tailored support tools, information portals or awareness campaigns.
• Strengthened procedural safeguards and rights awareness for suspects and accused persons, including digital access to information and legal aid.
• Replicable models, guidelines, training materials or policy recommendations that Member States and stakeholders can adopt to sustain and scale up results.
• Greater cooperation among judicial, law enforcement and victim support bodies across participating countries, fostering a cohesive European area of justice.
Funded areas

Scope Requirements

Proposals must:
• Address one or both call priorities: (1) E-justice or (2) Victims’ rights and procedural rights.
• Contribute to the Access to Justice specific objective by promoting efficient civil and criminal procedures and supporting victims, suspects and accused persons.
• Be submitted by a consortium of legal entities from eligible countries listed in section 6 of the call document.
• Respect admissibility rules: page limits and layout as per section 5 and Part B of the application form; single-stage submission by 2 October 2025, 17:00 (CET).
• Demonstrate financial and operational capacity (section 7) and comply with exclusion criteria.
• Use the Detailed Budget Table (JUST LSII) for lump-sum type II and respect the 90 % co-financing rate.
• Follow legal and financial set-up rules for lump-sum grants (section 10) and the Model Grant Agreement (JUST-LS MGA).
Additional Conditions for Applicants

Special Conditions

- Grants are awarded as lump sums (type II) with 90 % EU co-financing.
• Applicants must sign a Declaration on Honour regarding public procurement procedures by public entities.
• The online info session on 5 June 2025 will not be recorded; questions may be submitted in advance or asked live.
• Once the grant model (JUST-LS or JUST-AG-LS) is selected in the submission system, it cannot be changed.
• Applicants must consult and comply with all call documents, annexes, EU Financial Regulation 2024/2509, Justice Programme Regulation 2021/693, and lump-sum decision.
• Legal Entity Validation (LEAR), financial capacity assessment and Portal Terms and Conditions apply.
• No requests for extensions of the submission deadline will be accommodated.
