Funded areas

Scope Requirements

• Action type: Town-Twinning projects under the CERV Lump Sum Grants (CERV-LS) model, single-stage submission.

• Eligible applicants: municipalities, local or regional public authorities, or other legal entities from EU Member States and eligible Programme countries (as defined in the Call Document).

• Partnership: minimum two participating towns or competent bodies established in different eligible countries; coordinator and at least one partner located in another Programme country.

• Budget and duration: projects must use the lump sum grant model and respect the overall envelope of EUR 5 000 000; maximum duration and lump sum amounts per activity type as set out in the CERV LS Town TT calculator.

• Proposal format: comply with page limits and layout requirements detailed in Part B of the Application Form available in the Submission System.

• Submission: one-stage electronic application via the Funding & Tenders Portal by 17 September 2025, 17:00 Brussels time.
Additional Conditions for Applicants

Special Conditions

• Admissibility conditions (page limits, form layout), eligibility of countries, and eligible entities must be met exactly as described in the Call Document.

• Applicants must demonstrate financial and operational capacity; exclusion criteria apply (no overdue debts, not in bankruptcy, etc.).

• Proposals will be evaluated against the published award criteria, minimum thresholds and scoring rules; only above-threshold projects will be funded.

• Lump sum grants follow pre-defined activities and deliverables; no detailed cost reporting but must deliver outputs tied to the fixed amounts.

• Once the grant type and model are selected in the Portal, they cannot be changed; late or incomplete submissions will be rejected.

• Online info session is scheduled for 14 May 2025 (09:30–12:00 CET) via Webex; translations of the Call are available in 23 EU languages.
