Continuation of the Clean Energy Transition Co-fund Partnership to provide EU contribution for 2025–2027, supporting joint research and innovation programming, annual calls, dynamic learning, upscaling, replication and market diffusion of clean energy solutions, aligned with the SET Plan and REPowerEU

Expected Outcomes

The partnership is expected to deliver:

• Increased directionality of clean energy transition R&I in the EU and Associated Countries, aligned with the SET Plan and adapted to regional needs and renewable resource availability;

• Evidence-based energy and climate policy formulation;

• A wider systemic transition and energy supply to achieve a climate-neutral economy across all sectors;

• Enabling the transition of the built environment, transport, industry and other sectors to clean, low-carbon energy;

• An innovation ecosystem that underpins Europe’s clean energy transition, promoting both ecological and economic resource and energy efficiency;

• A building block toward a zero-emission energy system for decarbonising transport, buildings, industry and agriculture in Europe;

• Increased engagement of consumers and prosumers, with fair, integrated demand-response mechanisms;

• An energy system responsive to the diverse needs of society, across urban and rural areas and different social groups.
Funded areas

Scope Requirements

• Continuation of the CET Partnership identified in the Horizon Europe Strategic Plan 2021-2024 and first implemented under HORIZON-CL 5-2021-D 3-01-04;

• Proposal must be submitted by the coordinator of the consortium funded under HORIZON-CL 5-2021-D 3-01-04, though new partners and activities may be added;

• Alignment of national and regional R&I programme priorities across Member States and Associated Countries;

• Implementation of annual joint calls for 2025–2027, with the option to organise calls without EU co-funding;

• Full implementation of the Partnership’s SRIA and the revised SET Plan through: building a transnational joint programming platform; developing and demonstrating system-level technologies and solutions; and constructing multi-level innovation ecosystems;

• Exploration of REPower EU pathways to accelerate clean energy transition and reinforce R&I investments and uptake of results;

• Organisation of joint accompanying activities to foster dynamic learning, strategic knowledge extraction, upscaling, replication and market diffusion of innovations;

• Provision of FSTP as grants to third parties (max EUR 5 million each) under transparent procedures.
Additional Conditions for Applicants

Special Conditions

• Eligibility: the proposal must be submitted by the coordinator of the consortium funded under HORIZON-CL 5-2021-D 3-01-04;

• Implementation: this action is a top-up COFUND, executed as an amendment to the existing grant agreement (topics HORIZON-CL 5-2021-D 3-01-04 and HORIZON-CL 5-2023-D 3-01-18);

• Funding rate: up to 30% of eligible costs for additional activities;

• FSTP: only grants to third parties, max EUR 5 million per third party, reflecting the partnership’s primary activity;

• Retroactive start date: may coincide with submission date upon justification, with eligible costs counted from that date;

• Admissibility: compliance with page limits and layout rules (Annex A and E, Horizon Europe General Annexes; Part B of Application Form);

• Eligible countries and participants: as per Annex B of the Work Programme General Annexes, including third-country provisions;

• Capacity and exclusion checks: per Annex C;

• Evaluation and award: according to Annex D (criteria, scoring, thresholds) and Annex F (processes, timeline), with possible involvement of EU institution representatives and an amendment-based award procedure;
