What is the Clean Energy Transition Partnership Joint Call 2025 Call?

Grant Description
Supports international research consortia to investigate hydrogen and renewable fuels and multi-vector interactions between integrated energy systems and industrial frameworks, pooling national and regional funding to accelerate the clean energy transition and advance Europe’s climate neutrality goals by 2050 through collaborative research outputs and system solutions.

Expected Outcomes

• Advance scientific knowledge and technological solutions for hydrogen production, storage, distribution, and renewable fuel systems, as well as multi-vector energy-industrial integration.

• Generate system-level insights to support a cost-effective, reliable, and flexible clean energy transition.

• Strengthen European and associated countries’ research networks through high-quality international consortia.

• Contribute to the EU’s 2050 climate-neutrality goal by developing scalable, sustainable energy technologies and frameworks.

• Promote knowledge transfer, stakeholder engagement, and exploitation pathways to maximise impact on policy, industry adoption, and future research directions.
Funded areas

Scope Requirements

• Applicants choose exactly one of the nine CETPartnership call modules; for NWO funding only CM2025-01 or CM2025-05 may be selected.

• Consortia must include teams from at least three participating countries, with at least two from EU Member States or Horizon Europe Associated Countries.

• Principal investigators must hold a full, associate or assistant professorship, lecturer position, or equivalent research appointment.

• Each applicant may request NWO funding for only one project within this call.

• Budget requests: maximum €400,000 (NWO share) per project; no cap on total consortium budget.

• Maximum project duration: 3 years.

• Use of budget modules as specified (Research Leave, Postdoc, Non-Scientific Staff, Personnel TO2/universities of applied sciences, Benchfee, Material Costs, Knowledge Utilisation, Internationalisation).

• Transnational eligibility criteria as per CETPartnership documents; NWO eligibility criteria apply for researchers based in the Kingdom of the Netherlands.

• Mandatory submission of pre-proposals (deadline 9 October 2025) and, if invited, full proposals (deadline 12 March 2026) via the CETPartnership portal.

• NWO applicants must separately upload a completed NWO budget template by email.

Special Conditions

• NWO funding requests limited to modules CM2025-01 and CM2025-05 only.

• Only one NWO-funded application per applicant permitted.

• Kingdom of the Netherlands applicants must meet NWO’s national eligibility rules.

• Submission via the CETPartnership Application portal; NWO budget form emailed to NWO.

• Two-stage evaluation: pre-proposal screening and full proposal review.

• Each full proposal assessed by three independent experts and ranked per call module.

• Final funding decisions taken by participating national/regional agencies; NWO Executive Board decides on its budget.

• Responsible research data management is required, in line with NWO’s guidelines.
