What is the Climate Governance and Information Call?

LIFE Climate Change Governance and Information supports the development, implementation, monitoring and enforcement of EU climate legislation and policy on mitigation and adaptation. Required Results for Successful Funding

Expected Outcomes

By project end, proposals should achieve:
• Efficient delivery of quantified objectives contributing to EU climate change mitigation and/or adaptation goals;
• Strengthened governance structures through improved capacities of public authorities, private actors and civil society;
• Enhanced enforcement and monitoring of Union climate legislation and policies;
• Measurable increases in stakeholder awareness, behavioural change and uptake of green skills;
• Operational greenhouse gas monitoring and reporting tools and up-to-date LULUCF inventories and carbon removal registries;
• Broadened knowledge sharing on the EU Emissions Trading System and Sustainable Finance frameworks;
• Robust ex-post evaluation frameworks for climate policies and plans at national, regional or local level.
Funded areas

Scope Requirements

Proposals must:
• Directly contribute to climate change mitigation and/or adaptation by supporting Union legislation, policy development, implementation, monitoring or enforcement;
• Address one or more of the following intervention areas: awareness raising/behavioural change, green skills & capacity building, fluorinated gas management, strategy and plan support, sustainable finance actions, GHG monitoring & reporting, LULUCF inventories and registries, EU ETS capacity building, policy monitoring and evaluation;
• Demonstrate clear linkages to existing EU frameworks (Climate Pact, EU ETS, Sustainable Finance Taxonomy, national/regional climate plans);
• Enhance the capacities of public authorities, private sector actors and civil society and foster multi-stakeholder engagement;
• Propose measurable, quantifiable objectives with indicators aligned to LIFE Programme output and result indicators.
Additional Conditions for Applicants

Special Conditions

Admissibility and eligibility conditions to be met as per sections 5 and 6 of the call document, including:
• Compliance with page limits and layout in Part B of the Application Form;
• Participation limited to entities from eligible countries (EU Member States, Horizon Europe associated countries, other countries as listed);
• Demonstrated legal status, financial and operational capacity, and absence of exclusion grounds (section 7);
• Submission via the Funding & Tenders Portal single-stage procedure; opening 24 April 2025, deadline 23 September 2025, 17:00 Brussels time;
• Use of the specific LIFE application templates: standard form, detailed budget, participant information, maps and model grant agreement;
• Evaluation and award process governed by sections 8 and 9 (award criteria, scoring, thresholds) and indicative timeline in section 4;
• Grants set up under the LIFE Action Grant Budget-Based model (MGA LIFE-AG) or LIFE Project Grant model (LIFE-PJG) with budgets of €28M for CLIMA-CCA and CLIMA-CCM, €5.5M for CLIMA-GOV in 2025;
• Applicants encouraged to engage their National Contact Points in the preparation phase; support documentation (FAQs, online manual, IT helpdesk) must be consulted.
