This call aims to develop coordinated, scientifically robust global and regional climate projections using advanced Earth System Models and integrated assessment scenarios. It addresses the need for timely, policy-relevant information on future climate risks, including warming overshoot pathways, and seeks to improve modelling infrastructure and coordination among major climate research programmes.
Required Results for Successful Funding

Expected Outcomes

Project results are expected to:
• Enable institutions generating climate information to access and utilise scientifically robust projections across a range of future scenarios and greenhouse gas pathways, including Paris Agreement targets;
• Improve decision makers’ and society’s understanding of impacts, risks and implications of temperature overshoot pathways of varying magnitudes and durations;
• Provide a coordinated European research contribution to the IPCC and major scientific initiatives (e.g., IPBES, WCRP, WASP, Global Carbon Budget) to inform UNFCCC and other global, European and national climate efforts;
• Enhance coordination among international modelling programmes (IAMC, CMIP, CORDEX, ISIMIP) to produce more consistent, policy-relevant outcomes in a timelier manner;
• Strengthen the European contribution to these programmes through an improved, interconnected overarching infrastructure.
Funded areas

Scope Requirements

Proposals must deliver accurate, reliable, actionable climate information at global to local scales and near to long timescales, ensuring internal coherence and coordination of simulations feeding into IPCC AR7 and future assessment reports. Modelling, ensemble and simulation designs must meet societal and policy demands for timely European and international climate policy developments. Actions must establish an operational framework sampling the full spectrum of climate risks—including exploration of global warming overshoot impacts, sustainable pathways for temperature decline, and the risks of abrupt or irreversible Earth system changes (sea level rise, ocean circulation shifts, ocean acidification, tipping points). Specifically, proposals must address:
1. ESM development with comprehensive climate–carbon cycle feedback;
2. IAM-based socio-economic scenario design and greenhouse gas/land-use pathways;
3. Delivery of overshoot scenarios with assessment of fast/slow processes and carbon removal feasibility;
4. Coordination and updating of assumptions and climate datasets across IAMC, CMIP, CORDEX, ISIMIP within the same IPCC cycle;
5. Design of an integrated framework for global and regional projections, cross-analysis of models, uncertainty sampling, and user-oriented accessibility;
6. Infrastructure enhancements (software, tools, HPC adaptation) complementary to existing research infrastructures;
7. Co-creation of scenarios and frameworks with policy makers;
8. Adherence to transparency, openness, and FAIR data/code principles;
9. Clustering with relevant Horizon Europe and external projects;
10. Coordination with specified previous calls and topics;
11. International cooperation, particularly with Global South countries, within defined financial support limits.
Additional Conditions for Applicants

Special Conditions

Funding is provided as Horizon Europe lump sum grants; infrastructure improvement activities may not exceed 30% of total eligible costs. Beneficiaries may award financial support to third parties—individual grants up to EUR 60,000, total cap EUR 1,000,000—for early career researchers from Global South countries. Open science obligations require open access to any new or substantially improved modules, models or tools, including full documentation, code and input data under FAIR principles. Proposals must comply with admissibility, eligibility, evaluation, legal and financial conditions set out in Horizon Europe General Annexes A–G and the Model Grant Agreement. Coordination is mandatory with projects under topics HORIZON-CL 5-2025-03-D1-02 and HORIZON-INFRA-2025-01-SERV-02. Resources must be earmarked for clustering with relevant Horizon Europe projects. International cooperation with non-EU/non-associated countries follows the Horizon Europe List of Participating Countries.
