What is the Community of democracy practitioners and researchers Call?

Grant Description
This call supports the establishment of an innovative successor network of democracy research organisations and practitioners to strengthen and augment an existing EU network. It addresses fragmentation in democracy and civic participation research by funding networking, capacity building, policy recommendation development, retreats and conferences, trainings on inclusive democratic innovation, and the creation of accessible knowledge repositories.

• A strengthened and augmented European network for democracy research and civic deliberation, building on HORIZON-CL2-2022-DEMOCRACY-02-01
• Research and innovation communities in democracy, civic deliberation, participation and citizenship education that are less fragmented and better connected across Europe
• Broad access for researchers, practitioners, communication experts, public authorities and governments to research results, methodologies and tools via networking events, platforms, databases, repositories, advice and capacity-building
• Enhanced practice of democratic innovation by public authorities and governments, applying network-distilled “how-tos” and training materials
• Policymakers and research funding organisations equipped with forward-looking proposals for future research agendas in the field of democracy
Funded areas

Scope Requirements

• Build directly on the work of the HORIZON-CL2-2022-DEMOCRACY-02-01 (Nets4Dem) network without repeating or reproducing outputs
• Establish an enlarged, sustainable network of researchers (including SSH disciplines and rule-of-law experts), civic participation and deliberation practitioners, communication experts, public authorities and civil society organisations
• Deliver accessible, well-disseminated policy recommendations and capacity-building materials via an open-access repository and networking channels
• Collaborate with the EC Competence Centre on Participatory and Deliberative Democracy to co-create civic participation strategies
• Arrange at least two policy retreats per year and one major conference on democratic innovations
• Design inclusive training and knowledge-sharing programmes on participatory and deliberative democracy at local, national and EU levels
• Forge synergies with related Horizon Europe R&I projects (e.g. HORIZON-CL2-2024-DEMOCRACY-01-12), the CERV programme and global democracy communities
• Project duration: minimum 36 months

Special Conditions

• Grant type: HORIZON Coordination and Support Action (CSA) under lump-sum funding model
• Indicative budget: €3.0–3.5 million; one grant to be awarded
• Duration: minimum 36 months
• Proposal Part B page limit: 33 pages; mandatory submission of detailed budget table template
• Consortia must include at least one public body with a policy-making role and at least one civil society organisation as beneficiaries or affiliated entities
• Participation: entities from non-Associated third countries may exceptionally join as beneficiaries or affiliated entities if eligible
• Evaluation and award: single-stage submission by 16 September 2025, 17:00 Brussels time; assessed under standard HE CSA award criteria
• Outputs must comply with FAIR principles and, where relevant, leverage European Research Infrastructures and EOSC services
