This call supports consolidation and optimization of the European research infrastructure landscape by strengthening the long-term sustainability, reorientation or evolution of ESFRI Landmarks or ERICs. Expected Outcomes

Projects are expected to contribute to several of the following:

• Better structured and strengthened European Research Infrastructure (RI) landscape.

• New services available to a wider user community, including participants across Horizon Europe, enhancing ability to tackle scientific and societal challenges.

• Increased capacity to address EU policy priorities and socio-economic challenges.

• Reinforced global competitiveness of the European Research Area.

• Reduction of environmental (including climate-related) impacts and optimisation of resource and energy consumption throughout the research infrastructure lifecycle.

• Increased long-term sustainability of European research infrastructures.
Funded areas

Scope Requirements

• Applicant consortia must include at least one ESFRI Landmark or ERIC as beneficiary (for distributed ERICs, the ERIC itself must be the beneficiary).

• Proposals must justify specific objectives focused on critical activities for sustainability and optimised use of the infrastructure.

• Actions may target one or more of the following objectives: enlargement of membership; international cooperation; business/funding plan revision; staff skills development; national node structuring; remote/virtual access extension; FAIR data management; reorientation/evolution of scope; addressing assessment findings; impact assessment development or update.

• In cases of reorientation or evolution, activities must fill gaps in the EU infrastructure landscape, address new research or societal challenges, serve new user communities, enhance service capacity or integrate new resources/facilities.

• Proposals must demonstrate complementarity with related EU initiatives and other parts of Horizon Europe, explaining any synergies with existing grants.

• Proposals must ensure minimum backing by beneficiaries to cover the non-EU funding share and foster long-term sustainability.
Additional Conditions for Applicants

Special Conditions

• Admissibility: compliance with proposal page limits and layout as per Annex A, E and Part B of the Application Form.

• Eligibility: participants from eligible countries (Annex B), with at least one ESFRI Landmark or ERIC beneficiary explicitly identified.

• Funding rate: 80% of eligible costs; beneficiaries must provide remaining share.

• Financial and operational capacity and exclusion criteria apply (Annex C).

• Evaluation and award criteria, scoring, thresholds (Annex D), and processes and timelines (Annex F) must be followed.

• Submission via single-stage model by 18 September 2025, 17:00 Brussels time.

• Use specific application and evaluation form templates (RIA/IA and CSA), and comply with Model Grant Agreement provisions (MGA Budget-based).

• Proposals must address greening of technologies, industry/SME interaction, innovation potential, and integration into innovation ecosystems where relevant.

• Applicants should liaise with ESFRI Landscape Analysis and other ESFRI/ERICs during project execution for complementarity.
