Required Results for Successful Funding

Expected Outcomes

1. Operate a global observatory of quantum technologies, systematically reporting on latest worldwide advancements
2. Provide regular assessments to the Commission and Member States (Quantum Technologies Coordination Group) on Europe’s competitive positioning
3. Capitalise on existing CSA infrastructure to further Europe’s leadership in quantum technologies
4. Offer comprehensive support to Flagship projects, researchers and innovators, fostering synergies, knowledge sharing and best practices
5. Develop and implement targeted communication strategies to raise awareness and understanding among students, specialists and the public
6. Promote sustainable growth of quantum technologies by exploring new applications and markets to ensure dynamism and competitiveness
7. Serve as a pivotal coordinator between EU and Member States to align strategies under the Quantum Declaration and enhance international relations
8. Assist governance bodies of the Flagship, facilitating integration of new structures or initiatives for cohesive advancement
9. Act as a data observatory, collecting and disseminating data on patents, publications and market evolution periodically to stakeholders
10. Propose a clear, service-oriented model detailing CSA offerings (research support, data intelligence, strategic analysis, international collaboration, events, communication)
11. Update the Strategic Research and Innovation Agenda via a community-based process involving research and industry stakeholders
Funded areas

Scope Requirements

- Establish and maintain a global observatory role, with systematic reporting on worldwide quantum technology developments
• Fulfil dissemination of five high-visibility articles every two months on EU quantum success stories, promoted via social media, popular newspapers and technical magazines
• Build upon the infrastructure of the previous CSA to support EC and Flagship projects, ensuring access to resources and expertise
• Develop comprehensive, audience-targeted communication plans to enhance visibility and societal understanding of quantum technologies
• Act as a central coordination hub compiling and disseminating information to harmonise EU, Member State and international partner strategies
• Provide operational support to Flagship governance structures, including establishment and integration of new bodies or initiatives
• Contribute to organisation and delivery of the annual EQTC (third quarter, 2026–2029)
• Link project activities with relevant standards development organisations and include partners with standards committee experience at national, European or international level
• Build synergies and complementarities with existing European, national and regional initiatives and funding programmes (e.g. QUCATS CSA, Horizon Europe and Digital Europe quantum projects, Euro QCI, Euro HPC JU, Chips JU)
• Contribute to spreading excellence across Europe by involving EU Widening Countries
• Optional integration of sex and/or gender analysis in research and innovation content

• Single-stage call; opening date 10 June 2025; deadline 02 October 2025, 17:00 Brussels time
• Indicative budget: €4.5 million for one grant
• Typical project duration: 48 months (other durations not precluded)
• Proposals must comply with Horizons Europe General Annexes: admissibility (page limit, layout), eligibility (countries), financial and operational capacity, exclusion, evaluation criteria and processes, legal and financial setup
• Use the specific HE CSA application and evaluation forms available in the Submission System
• Strong encouragement to include partners experienced in standards technical committees and to leverage existing projects and initiatives
• Gender dimension integration is not mandatory but encouraged where relevant
