Expected Outcomes

Funded projects will deliver:
• A thorough assessment of current national and cross-border Euro QCI network and system deployments in the operational phase
• A consolidated analysis identifying complementary technology developments and coordination activities required for a complete pan-European QCI system
• Strategic recommendations for the next phases of operational and security-compliant Euro QCI network roll-out
• Tangible contributions to establishing a technologically autonomous European quantum communication ecosystem
• Strengthened synergies, best-practice sharing and aligned industrialisation and standardisation efforts across Member States and stakeholders
Funded areas

Scope Requirements

Proposals must:
• Facilitate connections and structured dialogue between all national and cross-border Euro QCI projects, covering user requirements, use cases, standardisation and deployment feedback
• Provide direct support services to the Commission, Member States and other stakeholders throughout Euro QCI deployment
• Produce a comprehensive, consolidated overview of Euro QCI deployments in Member States, including a detailed catalogue of technologies, architectures and certification statuses
• Coordinate and synthesise inputs to guide the development of coherent national and cross-border deployment plans, ensuring integration of terrestrial and space segments into a unified Euro QCI system
• Lead activities to establish an EU-based QKD ecosystem, including industrialisation roadmaps for QKD device manufacturing and supply chains
• Design and execute outreach events, prepare multi-format communication materials and maintain interactions with related EU and international initiatives

Special Conditions

Admissibility and eligibility:
• Proposals must adhere to page limits and formatting rules as set out in Section 5 of the call document and Part B of the Application Form
• Consortium members must originate from eligible countries as defined in Section 6 of the call document
• Financial and operational capacity and exclusion criteria apply per Section 7
Evaluation & award:
• Submission, evaluation processes and timelines are governed by Sections 8 and 9 of the call document and the Online Manual
• Award criteria, scoring thresholds and indicative evaluation timeline detailed in Sections 4, 8 and 9
Legal & financial set-up:
• Grants will be governed by the DIGITAL Action Grant Budget-Based model ([DIGITAL-AG]) and relevant EU financial regulations (2024/2509)
• Applicants must complete legal entity validation, appoint LEARs where required, and submit a detailed budget table via the Submission System
