Expected Outcomes

- Significant advances in climate mitigation and resource circularity in industrial ecosystems at urban and peri-urban scale, with measurable reductions in pollution and waste.
• Increased local and regional competitiveness and strengthened innovation capacity of EU industries.
• Long-term transformation towards sustainable, flexible and responsive local and regional industrial ecosystems that connect circular economy and climate mitigation stakeholders across planning, interventions and value chains.
• Delivery of clear, relevant indicators and metrics for the 2030 horizon with baseline values specified in the proposal.
Funded areas

Scope Requirements

- Deploy activities in at least three different demonstration sites and at least three different replication sites, each located in different EU Member States or Associated Countries.
• Ensure demonstration sites cover at least two distinct economic sectors, value chains and/or services.
• Involve key circular economy and climate mitigation actors from local public authorities and industries in each region.
• Include, for each demonstration and replication site, the host or proximate city, comprising at least one of the 112 EU Mission Climate-Neutral and Smart Cities and at least one CCRI city, region or territorial cluster.
• Address the local-level gap in coordinated industrial, circularity and urban activities to deliver enhanced climate mitigation, energy efficiency, resource use (including water), pollution reduction, material valorisation and waste reduction.
• State clearly relevant indicators and metrics for the 2030 horizon, including baseline values.
• Consider and integrate complementary actions on spatial planning, digitalisation and data enhancement as appropriate.
• Engage a broad stakeholder constellation (policymakers, research, academia, civil society, private sector) in a systemic, multi-stakeholder approach.
• Plan for early financing follow-up and long-term scaling by linking to Mission Platform and CCRI advisory services.

Special Conditions

- Funding underHORIZON Innovation Actions (IA), budget-based, single-stage grant.
• Mandatory collaboration with the Climate-Neutral and Smart Cities Mission Platform (HORIZON-MISS-2021-CIT-02-03), formalised by a Memorandum of Understanding at project start, with dedicated work-plan provisions.
• Mandatory cooperation with the Circular Cities and Regions Initiative (CCRI) Coordination and Support Office, sharing project knowledge and experiences, explicitly integrated into the work plan.
• Eligibility restriction: demonstration and replication sites must be in different Member States or Associated Countries and include the specified Mission and CCRI cities.
• Compliance with Horizon Europe general conditions (Annexes A–G of the Work Programme General Annexes) on admissibility, eligibility, financial and operational capacity, exclusion, award criteria and procedures.
• Proposals must include dedicated tasks and resources for clustering with other selected projects and EU initiatives.
