Required Results for Successful Funding

Expected Outcomes

Proposals are expected to:
• Contribute to European Green Deal priorities, the Farm-to-Fork and EU Biodiversity strategies, and the EU’s 2030/2050 climate ambitions.
• Advance Food 2030 priorities: sustainable healthy diets, circularity, resource efficiency, innovation and community empowerment.
• Support development of policies, business models and market conditions enabling sustainable, inclusive urban food systems where communities can access, afford and choose sustainable food.
• Deliver project results that lead to:

• Enhanced skills and problem-based learning to shift food cultures, consumer behaviors and food environments;

• Improved local governance frameworks fostering social inclusion and social economy in urban areas;

• Better understanding of effective local policy mixes and communication/marketing strategies to drive EU consumer behavioral change towards sustainable diets.
Funded areas

Scope Requirements

Proposals must:
1. Address at least three of the specified activities (living labs, community gardens, inclusive participation, attractiveness campaigns, governance processes, lab networking, data monitoring/testing).
2. Include a dedicated task and sufficient resources in the workplan to collaborate with projects under this topic and HORIZON-CL 6-2022-GOVERNANCE-01-01 (Cleverfood).
3. Demonstrate collaboration or complementarity with EU Partnerships on “Sustainable Food Systems” and “Agroecology,” EU Missions “A Soil Deal for Europe” and “Climate-Neutral Smart Cities,” and the New European Bauhaus Facility.
4. Envisage cooperation with the JRC where relevant (especially for governance monitoring activities).
5. Integrate the gender dimension and consider other social categories (disability, age, socio-economic status, ethnic/cultural origin, sexual orientation) and their intersections.
6. Employ a multi-actor approach engaging relevant stakeholders throughout.
7. Ensure meaningful SSH discipline contributions to a human-centered research design.
8. Encourage cooperation with legal entities in widening countries; international cooperation is also encouraged.

Special Conditions

- Type of Action: HORIZON Research & Innovation Action (RIA), Lump Sum Grant (HORIZON-AG-LS).
• Submission: single-stage; opening date 06 May 2025; deadline 16 September 2025 at 17:00 Brussels time.
• Budget: Lump sum funding (no detailed cost reporting) as per EU Simplified Costs Decision; this topic (HORIZON-CL 6-2025-02-CLIMATE-01) has an indicative budget of €12 000 000 for ~2 grants.
• Eligibility & Evaluation: standard Horizon Europe admissibility, eligibility, exclusion, award criteria and processes apply (see WP General Annexes A–G, Annex B for eligible countries, D/E/F for evaluation, and Lump Sum MGA).
• JRC may participate as a consortium member under Annex B provisions.
• Proposals must comply with all general call conditions (page limits, layouts, MGA rules) and use the specific application/evaluation forms in the Submission System.
• A dedicated collaboration task with “Cleverfood” projects is mandatory.
• Cooperation with EU Partnerships, Missions, NEB, JRC, widening country entities and international partners is strongly encouraged.
