Grant Description
Support for research and innovation projects to develop novel solutions enhancing the security, resilience, sustainability and cost-effectiveness of European energy networks and storage technologies for renewable energy. Projects must target critical value-chain aspects and contribute to European technological leadership and competitiveness in energy security.
Required Results for Successful Funding

Expected Outcomes

Project results are expected to contribute to one or more of the following:
• Advanced solutions that strengthen the energy security of energy networks and/or storage technologies for renewable energy.
• A strengthened European technology knowledge base on energy system security.
• Development of solutions that address key technological and cross-cutting value-chain aspects for energy security of grids and storage systems.
• Improved security of the future European renewables-based energy system, enhancing its cost-effectiveness and competitiveness.
• Creation of European technological leadership and a robust knowledge base in the energy security field, underpinning industrial competitiveness.
Funded areas

Scope Requirements

Proposals must: (1) Address precisely one of the three areas: Area 1 – cybersecurity risk management tools for energy transmission/distribution and interface technologies; Area 2 – circular-economy processes, recycling, re-use or substitution of sustainably supplied critical materials and electronics for networks and storage; Area 3 – sustainability and public perception barriers limiting capacity build-up and efficient performance of network and storage technologies (e.g., hydropower, CAES). (2) Target long-term improvements in sustainability, resilience and overall energy security performance in the European context, considering full value-chain impacts. (3) Incorporate findings from the ‘Study on clean energy R&I opportunities to ensure European energy security by targeting challenges of distinct energy value chains for 2030 and beyond.’ (4) Integrate a transversal framework for decent working conditions and essential skills management. (5) Demonstrate potential for cost-effective, uninterrupted access to renewable energy and for strengthening European industrial competitiveness and technological leadership.

Special Conditions

• Two-stage submission model with Stage 1 deadline 2 September 2025 and Stage 2 deadline 31 March 2026 (Brussels time).
• Lump sum funding under the HORIZON-AG-LS model, as defined by the 7 July 2021 decision on lump sums in Horizon Europe.
• Proposal page limits and layout specified in Annex A/E and Part B of the application form.
• Participation restricted to eligible EU Member States and Horizon Europe Associated Countries; specific provisions apply for non-associated third countries.
• If using satellite-based observation or positioning data, beneficiaries must prioritize Copernicus and/or Galileo/EGNOS services.
• Proposals must meet financial and operational capacity and exclusion criteria (Annex C).
• Evaluation per Horizon Europe award criteria (Annex D), with guaranteed funding for the highest-ranked proposal in each area, subject to thresholds and budget availability.
• Use the prescribed application and evaluation templates (HE RIA IA Stage 1, Stage 2, Model Grant Agreement).
