This call seeks projects to develop and test advanced integrated spatial-temporal models and digital twins for cross-regional energy networks dominated by intermittent renewable sources, focusing on the strategic integration, location and sizing of long-duration energy storage systems (greater than 12 hours). Expected Outcomes

• Energy system planners and operators deliver advanced tools to optimise the overall system value of LDES in cross-regional networks and markets dominated by intermittent renewables.

• Improved LDES integration yields maximised lifetime cost-benefit, enhanced grid operation, avoided fossil fuel use, CO₂ abatement, renewable energy balancing and reduced network reinforcement needs.

• Finetuned business cases for revenue stacking across multiple services and detailed marginal abatement cost analyses support long-term strategic decision-making for planners, operators and investors.

• Cost-effective decarbonisation and attractive market revenue streams (e.g., nodal and locational pricing) increase investor trust and accelerate LDES rollout.

Scope Requirements

1. Model and Tool Development:

• Spatial-temporal models for integrating, locating and dimensioning LDES (>12 h)

• Ability to generate and optimise multiple decarbonisation and market scenarios
2. Operational Testing:

• Validation in at least two adjacent NUTS 2 or 3 regions via digital twins or equivalent

• Use of real-world, validated historical data sets
3. Consortium Composition:

• Transmission/distribution system operators

• Service providers and technology suppliers

• Potential financial actors (investors, market intermediaries)

• Other relevant stakeholders (e.g., regulators, industrial or district energy managers)
4. Cross-Sector Integration:

• Strategies for co-location and hybridisation of LDES with RES sites, industrial complexes, districts
5. System Value Analysis:

• Assessment under different future decarbonisation pathways

• Impact on infrastructure operation and planning costs, security of supply, reliability and resiliency

• Maximisation of total lifetime cost-benefit and grid enhancement strategies
6. Methodology and Deliverables:

• Scenario analysis, model sensitivity analysis, data-set optimisation, visualisation

• Reuse of previously developed models and digital twins

• Cyber-security measures, open-source/free licensing

• Technical/regulatory barrier identification and policy recommendations
Additional Conditions for Applicants

Special Conditions

• Admissibility: proposals must respect page limits and layout requirements (Annex A & E of HE Work Programme General Annexes; Part B of Application Form).

• Eligible countries: as defined in Annex B; non-EU/non-associated participation subject to specific provisions in Horizon Europe Programme Guide.

• Exceptions: restrictions for protection of European communications networks (Annex B).

• Financial and operational capacity & exclusion: per Annex C.

• Evaluation and award: criteria, scoring and thresholds (Annex D); submission and evaluation processes (Annex F); indicative timeline (Annex F).

• Funding model: lump sum contributions under Horizon Europe (Decision of 7 July 2021; Annex G).

• Submission: use specific application form in Submission System; follow call-specific instructions, detailed budget table and guidance on lump sums.

• Consortium must include required stakeholder categories and demonstrate digital-twin based understanding of at least two adjacent regions.
