Expected Outcomes

• Heightened awareness among spaceport operators, regulators and industry stakeholders of common practices and regulatory requirements.

• A comprehensive overview of the technical and operational challenges to be addressed through guidelines and best practices.

• A validated set of common regulatory practices and guidelines, together with an assessment of implementation pathways to ensure safe, sustainable and efficient launch operations.

• Identification of benefits for the European space market development, reinforcement of European strategic autonomy, and opportunities for enhanced international cooperation.

• Improved attractiveness and interoperability of European spaceports for domestic and international launch service providers.
Funded areas

Scope Requirements

• Assess best practices, standards and guidelines for launch operations from European spaceports, leveraging worldwide experience.

• Propose and justify a set of common regulatory practices and operational guidelines tailored to European spaceports.

• Evaluate the expected impact of the proposed practices on launch safety, sustainability, operational efficiency and market attractiveness.

• Involve European stakeholders active in the development of launch safety equipment to ensure technical interoperability with the new guidelines.

• Integrate sex and gender analysis into research content only where directly relevant to the objectives.

• Select and align with Destination 5 (“Open strategic autonomy in developing, deploying and using global space-based infrastructures…”) in the 2025 Work Programme “Digital, Industry and Space,” ensuring consistency with its description and expected impacts.

• If satellite-based EO, PNT or timing data/services are used, make mandatory use of Copernicus and/or Galileo/EGNOS.

• Prepare a single-stage proposal using the HE CSA application form and comply with Part B page-limit and layout requirements.
Additional Conditions for Applicants

Special Conditions

• Funding model: €1 000 000 lump-sum grant under Horizon Europe Lump Sum MGA (HE-AG-LS).

• Indicative number of grants: one project maximum; the authority will fund a single proposal.

• Eligibility: only legal entities established in EU Member States, Norway, Iceland or Associated Countries. Entities outside this scope render the proposal ineligible.

• Admissibility: comply with proposal page limits and layout as defined in Annex A/E of the General Annexes and Part B of the application form.

• Evaluation & award: follow criteria, scoring and thresholds in Annex D; submission and evaluation procedures in Annex F.

• Financial & operational capacity and exclusions: as per Annex C of the General Annexes.

• Legal & financial set-up: governed by Lump Sum Decision (7 July 2021) and Annex G of the General Annexes.

• Application materials: use the HE CSA standard application and evaluation templates, the Lump Sum detailed budget table, and comply with “Lump sums – what do I need to know?” guidance.

• Deadline & procedure: single-stage submission by 25 September 2025, 17:00 Brussels time.
