What is the Data Spaces Support Centre Call?

Grant Description
Continuation of the Data Spaces Support Centre to coordinate, support and promote sectoral data spaces across Europe by providing essential blueprints, technologies, processes, standards and tools to ensure effective deployment, operation and interconnection; engaging key stakeholders; and supporting secure and trusted data sharing and reuse across sectors.

Expected Outcomes

• Uninterrupted operation of the Data Spaces Support Centre, ensuring continuity of coordination, support and promotion services to sectoral data space initiatives.

• Availability of standardized blueprints, building blocks, technologies, processes, standards and tools to facilitate deployment, operation and interconnection of data spaces across EU sectors.

• A sustained, growing community of practice encompassing EU-funded projects, startups, SMEs, public bodies, academia and civil society, actively sharing knowledge and best practices on data sharing.

• Enhanced interoperability and coherence among Common European Data Spaces, yielding economies of scale through common practices, components, protocols and tools.

• Tangible support to the European Data Innovation Board via identification of cross-sector standards, comparative sector analyses and documentation of security and data-access best practices.

• A fully operational DSSC.EU platform serving as a central hub for knowledge sharing, stakeholder engagement and customer support, enabling timely and targeted assistance to data space actors.

• Measurable improvement in secure and trusted data sharing and reuse across sectors, benefiting public administrations and European businesses—particularly SMEs—through aligned governance models and value-added service opportunities.

Scope Requirements

Consortium must demonstrate ability to:
1. Sustain and grow a pan-European stakeholder community around data sharing, with targeted outreach to EU-funded projects, startups and SMEs.
2. Collaborate with the network to promote common data infrastructure solutions covering technical design, operation, governance and legal aspects.
3. Identify, engage in development of, and promote adoption of semantic standards and interoperability protocols (domain-specific and cross-cutting).
4. Coordinate synergies and cross-cutting exchanges between individual sectoral data spaces to ensure coherent development and interconnection.
5. Promote data governance models, business strategies and operational approaches for running data spaces, while addressing legal barriers and identifying value-added service opportunities.
6. Maintain and develop the DSSC.EU platform as the central knowledge-sharing and support tool, including content management, best practice repositories and a customer support centre.
7. Work in close cooperation with all key stakeholder groups (private industry and technology providers, public administrations, academia and civil society) to ensure alignment with sectoral initiatives and economies of scale.

Special Conditions

• Submission must follow admissibility rules: page limits and layout as per section 5 of the call document and Part B of the application form in the Submission System.

• Applicants must satisfy eligibility criteria for countries, legal entities and other conditions as detailed in section 6 of the call document.

• Consortium members must demonstrate financial and operational capacity and comply with exclusion criteria (section 7).

• Evaluation procedure: submission, eligibility check and evaluation per section 8; award criteria, scoring and thresholds per section 9; indicative timeline per section 4 of the call document.

• Grants governed by the Digital Europe Programme General MGA v1; legal and financial set-up per section 10 of the call document.

• Mandatory use of templates available in the Submission System: Standard Application Form (DEP), Detailed Budget Table.

• Reference documents: DIGITAL Work Programme 2025-2027; Digital Europe Regulation 2021/694; EU Financial Regulation 2024/2509; Classification of information in DIGITAL projects; Guidelines on ethics self-assessment.

• Single-stage submission under DIGITAL-CSA model; opening date 15 April 2025, final deadline 02 October 2025 at 17:00 Brussels time (deadline extended from 02 September).
