• Accelerated technology development, successful demonstrations and de-risking, paving the way to commercial exploitation

• Increased understanding of environmental, biodiversity and socio-economic impacts across technology lifecycles and value chains via new monitoring and assessment tools
• Detailed cost analyses and future cost-reduction pathways; creation of a comprehensive business plan for full-scale commercialisation and a clear roll-out strategy beyond project lifetime
• National and EU funding pools effectively leveraged to provide a significant R&D boost to wave energy technology
Funded areas

Scope Requirements

- Target wave energy technologies at Stage 4 (TRL 7/8) per IEA-OES Framework Evaluation Areas (technical, socio-economic, sustainability) by project end
• Pre-development mandatory: evidence of completed Stage 3 activities (TRL 6) for proposed technology
• Consortium: minimum 3 legal entities in different EU Member States or Horizon Europe Associated Countries, including at least 2 public procurers; additional stakeholders allowed
• Proposals must describe the jointly identified challenge, link to mid-to-long-term innovation plans, and demonstrate why existing/under-development solutions are insufficient
• Include two activity types: networking (preparation, management, coordination) and joint research (validation of PCP strategy)
• Procurement open to any EU/Horizon Europe Associated country entities
• Phased selection approach allowed; demonstrators may be deployed at different sites
• At least two commercial-scale demonstrators to be tested for a minimum of 12 months
• Share results with European industry to support standardization and transferability
Additional Conditions for Applicants

Special Conditions

- Action structured as a two-phase PCP (Preparation and Execution)
• Single joint procurement procedure, with possible multiple lots
• End of Preparation phase deliverables: (i) completed tender documents, (ii) signed joint procurement agreement with confirmed financial commitments, (iii) confirmation of lead procurer
• Execution phase must deploy and test at least two commercial-scale wave energy converters for ≥12 months under IEA-OES metrics
• By action end, at least one demonstrator must be ready to proceed to IEA-OES Stage 5 (commercial-scale array demonstration)
• Consortium must include a minimum of two public procurers and three entities in three different EU/HE countries
• Total budget EUR 20 000 000; single grant expected
