Required Results for Successful Funding

Expected Outcomes

1. Accelerate the green and digital transition of economic sectors by delivering end-user applications and decision support systems ready for operationalisation or commercialisation by public or private service providers. 2. Achieve successful integration and consolidation of European and national GEO activities across EU Member States and Associated Countries, resulting in effective operational contributions to the GEO Work Programme with clear pathways for European and international uptake in support of climate and biodiversity policies and targets. 3. Contribute to the Euro GEO initiative and support the EC Knowledge Centre on Earth Observation (KCEO) to enhance the uptake of environmental observations in EU policy-making.
Funded areas

Scope Requirements

Activities must respond to the GEO post-2025 strategy by advancing existing EO prototypes towards operationalisation. Projects must: develop, test, demonstrate and customise 2–3 integrated EO solutions addressing at least one selected GEO focus area (Sustainable Agriculture & Food Security; Water Resilience; Ecosystems & Biodiversity; Carbon Management; Disaster Resilience); ensure co-design with European users (local, regional, national governments); include mature business plans for post-project uptake; leverage European infrastructures and remote sensing platforms; integrate within the European digital ecosystem (data spaces, citizen science, in-situ data); cluster and cooperate with other selected projects; allocate dedicated coordination resources; and plan outreach and training for the broader EO community. Proposals must incorporate active participation in Euro GEO action groups and engage Copernicus stakeholders (Entrusted Entities, Ambassadors).
Additional Conditions for Applicants

Special Conditions

Projects must achieve TRL 7–8 by the end of the project (start at any TRL). Satellite-based EO components must use Copernicus and/or Galileo/EGNOS data/services. Proposals must comply with Horizon Europe general annexes (Annex A–G) regarding page limits, eligibility, financial and operational capacity, and evaluation procedures. Activities must adhere to Horizon Action Grant budget-based MGA rules. Clustering with other projects under this topic is mandatory, with earmarked coordination tasks and resources. Funded activities must meet EU data interoperability standards and fulfil engagement obligations in Euro GEO and Copernicus forums. Eligible participants, evaluation criteria and legal/financial rules are defined in the Work Programme General Annexes.
