• Development and dissemination of high-quality educational materials, toolkits and digital resources for formal and non-formal learning environments.

• Promotion of restorative and historical justice, contributing to societal healing and reinforcing trust in justice systems.

• Greater visibility of past resistance movements and broadened narratives of opposition to totalitarian regimes, fostering cross-border solidarity and exchange of best practices.

• Improved media literacy and critical thinking skills, equipping citizens to recognise and counter foreign interference, disinformation and threats to democracy.
Funded areas

Scope Requirements

• The project must address democratic transitions from non-democratic to democratic systems in European countries (including pre-accession contexts), and draw lessons for upholding EU values: democracy, rule of law and fundamental rights.

• Themes must include at least one of the following: lasting impact of authoritarian/totalitarian legacies; acts of resistance and organised opposition; promotion of remembrance and education on suppressed rights (expression, assembly, thought, religion, electoral); exploration of historical justice mechanisms (trials, restitution, amnesty, restorative justice).

• Activities must contribute to strengthening citizen engagement, critical thinking, media literacy, societal resilience and protection of democratic institutions against present and future threats.

• Proposals must comply with eligibility criteria (Section 6 of Call document) for participating organisations and countries, and satisfy financial/operational capacity requirements (Section 7).

• Project plans must be detailed in Part B of the Application Form, respect the 70-page limit and prescribed layout (Section 5).

• Budget must be calculated using the mandatory Lump Sum Calculator (based on participation, number of countries and in-situ or online events) and correspond to Part A of the proposal.

• Submission via the Funding & Tenders Portal by 1 October 2025, 17:00 Brussels time, following the single-stage procedure.

Special Conditions

• Lump sum grant under CERV-LS model: the use of the lump sum calculator is mandatory; budget is fixed by participation, cross-border scope and event types.

• Proposals must adhere strictly to admissibility rules: 70 pages maximum, prescribed font size, margins and structure; non-compliance leads to rejection.

• Only organisations and consortium compositions listed as eligible in Section 6 may participate; LEAR validation and Financial Capacity Assessment are required for coordinators and partners.

• Applications must be submitted electronically via the Funding & Tenders Portal; choice of model (CERV-LS or CERV-AG-LS) is final once confirmed.

• Evaluation will follow the procedures and timelines in Sections 8–11: two independent experts, thresholds per award criterion (Section 9), results communicated March 2026, grant agreements signed April–July 2026.

• Projects must comply with the Lump Sum Model Grant Agreement (MGA) and EU Financial Regulation 2024/2509, CERV Regulation 2021/692 and related annotated agreements.

• Attendance at the online info session (30 June 2025) is recommended; updates and Q&As will be published on the Topic page.
