Supports demonstration of innovative climate adaptation solutions to increase resilience in coastal hotspot regions. Addresses pressures from sea level rise, coastal floods, erosion, saltwater intrusion and ecosystem changes. Required Results for Successful Funding

Expected Outcomes

• Demonstration and large-scale upscaling of climate resilience solutions protecting citizens and activities in coastal regions, spanning social, governance, nature-based and digital approaches.

• Enhanced climate resilience and adaptive preparedness of coastal regions, cities and local authorities (both within projects and beyond).

• Creation and mobilisation of co-designed, equitable and inclusive adaptation pathways, with systemic socio-economic and environmental benefits.

• Strengthened knowledge exchange and replication capacity via identified replicating authorities and operational links with the Mission Implementation Platform and other EU platforms.

• Contribution to the objectives of the European Green Deal, EU Adaptation Strategy and EU Mission on Adaptation to Climate Change, including feeding data into the Mission’s monitoring frameworks.

Scope Requirements

• Demonstration activities in at least three different coastal regional or local authorities from three different Member States or Associated Countries, with active involvement of those authorities (as beneficiaries or associated partners).

• At least one demonstration site located in an EUCRA-defined hotspot (Southern Europe, low-lying coastal zone or EU outermost region).

• Identification of at least three additional ‘replicating’ coastal authorities (from different MS/AC) to prepare theoretical frameworks for solution uptake and explore future funding models.

• Co-design of solutions with stakeholders, addressing pressures such as sea-level rise, coastal flooding/erosion, saltwater intrusion, invasive species and water chemistry changes.

• Priority on nature-based and ecosystem-based adaptation, favouring multipurpose blue-green infrastructure ‘no-regret’ solutions.

• Systemic socio-economic impact assessment, including vulnerable groups, equity, inclusivity, trade-offs and co-benefits, supported by SSH expertise.

• Consideration of long-term impacts (up to 2100 and beyond) and avoidance of maladaptation.

• Exploration of digital adaptation solutions, including integration with early-warning systems for extreme weather events.

• Compatibility with and building upon existing projects, data and frameworks (Horizon 2020/Europe, Copernicus Marine Service, CLIMAAX, etc.).
Additional Conditions for Applicants

Special Conditions

• Admissibility: Proposals must meet page-limit, formatting and layout requirements (Annexes A, E and Part B of the Application Form).

• Eligibility: Participants from EU Member States and Horizon Europe Associated Countries; specific provisions for certain non-associated countries as per Programme Guide.

• Demonstration condition: Activities must occur in three distinct coastal authorities (different MS/AC), with one site in an EUCRA hotspot; replication sites prepare frameworks only (no on-ground activities).

• Budget consideration: Include dedicated resources for engagement with the Mission Implementation Platform, Community of Practice, Climate-ADAPT and for aligning monitoring with HORIZON-MISS-2024-CLIMA-01-03.

• Compliance with legal, financial and operational capacity requirements (Annexes B, C, G; Model Grant Agreement).

• Evaluation criteria, scoring and thresholds as per Annex D; submission and evaluation procedures per Annex F and Online Manual.

• Applicants must acknowledge and plan for contributions to the Mission’s monitoring and visualisation efforts under the leadership of the Mission Implementation Platform.
