Expected Outcomes

• Increased circularity and reduced greenhouse gas emissions in economic sectors, services and product value chains at local/regional scale; efficient valorisation of local resources with positive effects on air quality and biodiversity.
• Widespread deployment, replication, scalability and visibility of circular systemic solutions yielding multiplied economic, social and environmental benefits.
• Enhanced collaboration and knowledge transfer among cities, regions and partners, leading to increased uptake and stakeholder engagement in circular and climate-neutral practices.
Funded areas

Scope Requirements

• Implement and demonstrate circular systemic solutions addressing at least two CEAP sectors/value chains, based on detailed socio-economic and environmental needs analysis of target cities/regions.
• Target public local and regional authorities (or their groupings) in EU Member States or Associated Countries as lead beneficiaries.
• Form consortia including a minimum of 3 demonstration cities/regions and 6 replication cities/regions as beneficiaries.
• Involve relevant circular economy stakeholders throughout (policymakers, research bodies, civil society, industry, SMEs, social economy entities, financial intermediaries).
• Incorporate a multidisciplinary approach, including SSH disciplines when addressing social variables (gender, age, socio-economic status).
• Monitor, evaluate and, where feasible, quantify economic, social and environmental impacts over the project lifespan.
• Identify lessons learned, enabling frameworks, barriers, enablers, business cases and other factors for successful replication; include an action plan to communicate results to “replicators”.
• Define financing strategies and follow-up mechanisms, linking to CCRI financial advisory services (Project Development Assistance Projects, EIB Circular City Centre).
• Ensure synergies and complementarities with other CCRI projects and Associated Partners via a dedicated collaboration task with allocated resources.

Special Conditions

• Type of action: HORIZON Innovation Actions (HORIZON-IA), HORIZON Action Grant Budget-Based (HORIZON-AG).
• Submission: single-stage, opening 6 May 2025, deadline 17 September 2025 17:00 Brussels time.
• Eligible participants: public local/regional authorities or their groupings in EU Member States and Associated Countries; at least 3 demonstration and 6 replication cities/regions in the consortium.
• Adhere to general admissibility, eligibility, exclusion, evaluation, legal and financial conditions in Horizon Europe General Annexes A–G and the Work Programme Specific Annexes.
• Proposals must include a dedicated task, resources and plan for collaboration with the CCRI Coordination and Support Office, CCRI projects and CCRI Associated Partners.
• Budget-based grant model with page limits and layout as per Application Form in the Submission System.
