Expected Outcomes

- Contribution to Common Agricultural Policy objectives, European Green Deal targets for resilient and sustainable agri-food systems, EU Biodiversity Strategy for 2030 and support for Regulation (EU) 2016/2031 on plant pest protection
• Development and testing of cost-effective systems approach measures, with rigorous assessment of their combined effects and interactions to ensure efficiency and sustainability
• Strengthened capacity of farmers and value-chain actors to manage pest risks more effectively, in an environmentally friendly and equitable manner across varied agricultural and trade contexts, with attention to climate change challenges
• Provision of scientific support, policy recommendations and advice to enhance plant health policies, foster international cooperation and reinforce global efforts to combat plant pests
Funded areas

Scope Requirements

- Target one or more plant pests, with clear explanation and justification aligned with proposal objectives and expected outcomes
• Apply a systems approach to plant health, integrating at least two independently acting measures with cumulative effect to meet phytosanitary import requirements
• Develop innovative measures that are climate- and environment-friendly, efficacious across diverse socio-economic contexts and farming systems (conventional and organic)
• Evaluate and compare risk reduction, cost-effectiveness, scalability and sustainability of each measure
• Design, validate and standardise protocols for the systems approach covering the whole value chain
• Assess combined effects and interactions of all measures across the value chain, including economic, social and environmental impacts
• Support capacity building and training for value-chain actors to facilitate large-scale adoption
• Implement the mandatory multi-actor approach, ensuring engagement of research, plant health services, primary producers, advisory services and other stakeholders
• Integrate Social Sciences and Humanities contributions to address behavioural, organisational and policy dimensions
• Ensure international cooperation and benefit sharing across farming systems/approaches
• Ensure coherence and complementarities with existing Horizon Europe projects, capitalising on previous research findings and tools
• Include a dedicated work-plan task and resources for collaboration with projects funded under this topic
• Define and document the selection process for third-party support recipients
Additional Conditions for Applicants

Special Conditions

- Grants awarded as lump sum contributions under HORIZON-AG-LS; single-stage submission
• Maximum 10% of the EU funding may be used for financial support to third parties (max €60,000 per third party), via open and transparent selection
• Mandatory application of the multi-actor approach (as defined in the Work Programme)
• Involvement of Social Sciences and Humanities disciplines is required
• Eligible participants as per Annex B of the Horizon Europe General Annexes; financial and operational capacity assessed per Annex C
• Proposals must comply with formatting, page limits and layout rules (Annex A and E)
• Use standard application and evaluation forms; follow Annexes D, F and G for evaluation and grant agreement conditions
• Possible participation of the JRC as a consortium member to support acceptance/adoption analysis
• Alignment with Regulation (EU) 2016/2031 on protective measures against pests of plants
• Dedicated collaboration task with projects funded under this topic must be included in the workplan
