Grant Description
This calls for Horizon Innovation Actions to develop low‐cost next‐generation batteries for electric mobility with minimal reliance on critical raw materials. Projects will advance the EU battery value chain by demonstrating pilot‐scale cell prototypes with high energy density, long cycle life, fast charging and competitive cost targets, while enhancing sustainable production flexibility and design‐to‐circularity strategies.
Required Results for Successful Funding

Expected Outcomes

• Development and demonstration of next-generation, low-cost EV battery technologies (LMFP, HLM, sodium-ion) to improve the affordability of electric mobility and enhance the competitiveness of the EU battery value chain while reducing dependency on critical raw materials.

• Achievement of targeted cell-level performance metrics (energy density, fast-charge capability, cycle life, cost trajectories) in EV-grade formats.

• Improved adaptability and flexibility of advanced, sustainable battery production processes in Europe (processing, drying, formation, energy efficiency).

• Enhanced design-to-circularity strategies enabling efficient sorting, dismantling, repair/regeneration and safe recycling of battery materials.

• Deployment of sensing and diagnostic solutions for real-time state-of-health monitoring and early detection of degradation mechanisms to support second-life uses.

• Application of Safe and Sustainable by Design principles to ensure safety and sustainability of developed materials and processes.

• Feasible exploitation pathways including scalability, commercialization and funding strategies, supporting uptake of project results in the market.

• Strengthened EU battery ecosystem through collaboration with JRC, Coordination and Support Action, and reporting to the Batt4EU partnership.
Funded areas

Scope Requirements

• Target one of two battery technologies for mobility applications:
– Liquid-electrolyte Li-ion cells with LMFP or high-Li, Mn-rich (HLM) cathodes (design-to-cost).
– Sodium-ion cells.

• Demonstrate by project end (cell level, operational temperature):
– LMFP: ≥220 Wh/kg gravimetric, ≥550 Wh/L volumetric; >4000 cycles @80 % DoD; 20 min (20–80 % SoC) fast-charge; EV-grade format and capacity; cost pathway to €50–75/kWh pack by 2030.
– HLM: ≥250 Wh/kg, ≥550 Wh/L; >1500 cycles @80 % DoD; 20 min fast-charge; EV-grade; cost pathway to €50–75/kWh pack by 2030.
– Sodium-ion: 180–200 Wh/kg, ≥400 Wh/L; 4000–6000 cycles @80 % DoD; 20 min fast-charge; EV-grade; cost pathway to €50–75/kWh pack by 2030.

• Produce and validate cell prototypes at pilot scale.

• Demonstrate compatibility or improvement of developed materials with at least one industrial production process: dry/aqueous electrode processing, advanced electrode drying, cell formation/aging, energy efficiency in dry rooms; provide state-of-the-art benchmarks and comparative targets.

• Demonstrate design-to-circularity: compatibility with sorting, dismantling, separation, cost-effective repair/regeneration, safe (direct) recycling.

• Integrate sensing solutions for lifetime and SoH detection; quantify early-stage degradation mechanisms to inform second-life strategies.

• Reference the EU SSbD framework for chemicals and materials safety and sustainability assessments.

• Include exploitation, dissemination and exploitation plans (scalability, commercialization feasibility, business plan, potential funding sources).

• Consider JRC involvement for safety evaluations; ensure equal access to information via NCP network or topic-specific FAQs.

• Collaborate with the CSA under HORIZON-CL 5-2025-D2-02-06 and report results to the Batt4EU partnership.
Additional Conditions for Applicants

Special Conditions

• Projects must procure materials, products and equipment from EU Member States or associated countries unless no valid alternative exists; procurement strategies must specify place of production.

• Submission under a single-stage Horizon Innovation Action (HORIZON-IA) with a fixed deadline.

• Adherence to the EU Safe and Sustainable by Design (SSbD) framework when developing materials and processes.

• Where exploitation includes products, processes or services, proposals must include a detailed exploitation and dissemination strategy (scalability, business plan, target funding sources).

• Optional JRC involvement must be offered equally to all applicants; JRC information provided via EU Science Hub, NCP portal or direct request; JRC to ensure transparency.

• Mandatory collaboration and contribution to the Coordination and Support Action (HORIZON-CL 5-2025-D 2-02-06).

• Projects must report KPI data to the co-programmed European Partnership on Batteries (Batt4EU) as part of ongoing partnership monitoring.
