Grant Description
Coordination and Support Action to establish and integrate Design Enablement Teams that deploy cloud‐based electronic design automation tools, support and customize design flows, provide application engineering, grant legal access to process design kits and design expertise, and facilitate prototyping, packaging and testing services via partnerships with semiconductor foundries.
Required Results for Successful Funding

Expected Outcomes

Funded DETs will:
• Provide seamless, cloud-based access to state-of-the-art EDA tools and simulation platforms, lowering the barrier to advanced chip design.
• Enable rapid configuration and optimisation of design flows, accelerating time-to-tape-out for European designers.
• Deliver on-demand application engineering expertise, reducing design risks and improving yield.
• Grant authorised access to PDKs/ADKs from leading foundries, ensuring design rule compliance and IP security.
• Offer comprehensive design know-how through in-house teams or strategic partnerships, fostering skills development.
• Streamline the path from design to silicon by coordinating prototyping, packaging and testing services via established foundry relationships.
• Strengthen Europe’s microelectronic design ecosystem by operating a network of interoperable DETs that support SMEs, research institutes and large enterprises in developing cutting-edge integrated circuits.
Funded areas

Scope Requirements

Proposals must demonstrate that each DET:
• Has prior commercial design experience using established EDA vendor tools and can evidence successful tape-out projects.
• Can deploy and manage secured cloud-based EDA infrastructures, including contracting with a cloud provider of choice.
• Will deliver end-to-end design flow customisation and application engineering support tailored to user needs.
• Holds legal authorisation to use and/or distribute PDKs/ADKs from at least one semiconductor foundry, with documentation of licensing agreements.
• Provides access to in-house or partnered design expertise covering all stages of microelectronic design.
• Maintains direct or indirect partnerships with at least one semiconductor foundry or foundry aggregator for prototyping, packaging and testing services.
• Covers service provisioning across eligible EU Member States and associated countries in line with Appendix 6 CEI of the 2025 Chips JU Work Programme.
• Proposes a budget between EUR 500,000 and EUR 1,000,000 and can absorb its share of coordination costs under the single-stage, budget-based grant model.

Special Conditions

Admissibility Conditions: proposals must respect the page limits and layout specified in Appendix 6 CEI of the 2025 Chips JU Work Programme and the Guide for Applicants.
Eligibility Conditions: applicants must be legal entities from eligible countries (see Appendix 6 CEI).
Financial and Operational Capacity: consortia must pass financial viability and exclusion checks as per Appendix 6 CEI and the EU Rules for Legal Entity Validation.
Evaluation & Award: submission, evaluation processes, award criteria, scoring, thresholds and timelines are defined in Appendix 6 CEI (evaluation: 1–12 September 2025; grant agreement: by 1 March 2026).
Grant Model: DIGITAL JU Coordination and Support Actions [DIGITAL-JU-CSA] under the DIGITAL Action Grant Budget-Based [DIGITAL-AG] single-stage mechanism.
Budget & Timing: total call budget EUR 5,000,000; individual grants EUR 500,000–1,000,000; submission opens 4 June 2025; deadline 30 July 2025, 17:00 Brussels time.
Submission Rules: proposals must be submitted via the Funding & Tenders Portal; choice of action and MGA cannot be changed once selected.
