This call addresses the growing complexity and volume of EU regulatory reporting requirements by supporting the development and testing of automated digital solutions that streamline compliance processes. Required Results for Successful Funding

Expected Outcomes

• Three to four independent pilot projects demonstrating the technical, legal, governance and data-processing aspects of streamlined regulatory reporting.
• Each pilot delivers: a working system in realistic operational conditions; a live demonstration of the compliance use case; and a comprehensive final report.
• Developed solutions are published and disseminated (code, APIs, data models, user guides) to public administrations and private actors (especially SMEs).
• Evidence of reduced administrative burden, faster and more accurate compliance checks, and lowered non-compliance risk and penalties.
• Demonstrated real-time and self-compliance checking capabilities with automatic updates from regulatory authorities.
• Use cases showcase efficient, scalable compliance verification with minimal manual intervention.
• Transparent access control and audit trails ensure accountability.
• Leveraging the EU Digital Identity Wallet and trust services enables secure identification in data spaces.
• Enhanced interoperability with existing government systems and alignment with European data standards.
• A positive impact on EU competitiveness, regulatory enforcement efficacy and public–private trust in digital reporting processes.

Scope Requirements

Proposals must address the following technical and procedural criteria:
• Advanced data capture, automatic transmission, analysis, cloud storage and strong encryption to secure compliance data.
• Comprehensive, interoperable APIs for real-time compliance and self-compliance checks.
• Machine learning algorithms for automated monitoring, reporting and anomaly detection.
• Where applicable, use precisely defined concepts from common European data spaces’ catalogues for deterministic data collection.
• Direct automated channels with regulatory authorities; reporting requirements expressed in machine-readable and executable form.
• Robust role-based access control and immutable audit trails for full transparency and accountability.
• Integration of the EU Digital Identity Wallet (when available) and other relevant trust services for entity identification.
• Open-source solutions interoperable with existing government data systems and compliant with European data standards and specifications (formats, ontologies, APIs).
• Scalability to handle large data volumes and high transaction rates.
• User-centric design ensuring ease of use, accessibility and minimal manual intervention.
• Comprehensive data governance framework covering data quality management, stewardship and lifecycle management.
• Active stakeholder engagement (public authorities, private sector, SMEs, standardisation bodies).
• Focus on EU legislation with clear, quantifiable compliance metrics that lend themselves to automated assessment via data analytics.
• Strict avoidance of overlap with existing initiatives (e.g. Digital Product Passport, Customs reform).

Admissibility and eligibility
• Proposals must respect page limits and layout rules (Part B of the Application Form, section 5 of the call document).
• Applicants must belong to eligible countries and meet the financial/operational capacity and exclusion criteria (section 6 and 7).
• Consortia may include public administrations, private entities or a mix. Administrative and legal requirements
• Single-stage submission via the Funding & Tenders Portal by 02 October 2025, 17:00 Brussels time.
• Use the standard application form (DEP) and detailed budget table templates in the Submission System.
• Evaluation follows sections 8 and 9 (submission process, award criteria, scoring, thresholds); indicative timeline in section 4; legal/financial grant set-up in section 10. Regulatory framework and documentation
• Adherence to Digital Europe Programme Regulation 2021/694, EU Financial Regulation 2024/2509 and the General Model Grant Agreement v1.
• Compliance with European data standards, specifications and open-source licensing.
• Mandatory integration of the EU Digital Identity Wallet and trust services when available.
• Projects must avoid duplication of or overlap with ongoing or planned EU digital compliance initiatives. Budget and award specifics
• For topic DIGITAL-2025-AI-08-COMPLIANCE: total budget EUR 8 000 000, up to three grants.
