• Enhanced energy efficiency and reduced CO₂ emissions in fisheries and aquaculture without harming ecosystems or biodiversity.
• Measurable reductions in energy use and associated costs in energy-intensive operations, improving resilience, economic sustainability and operational safety.
• Wider adoption of digital solutions (AI, data analytics) for efficient energy management and decision-making.
• Improved understanding of technical, social, legal, regulatory and policy barriers to the uptake of digital solutions in the sector.
• Establishment of best practices for fisheries and aquaculture management, contributing to standard development.
• Enhanced digital and energy-efficiency skills among stakeholders and workforce, supporting a sustainable energy transition.
Funded areas

Scope Requirements

• Focus on digital technologies to reduce energy consumption, CO₂ and other emissions (including underwater noise) in European fisheries and aquaculture without harming ecosystems or biodiversity.
• Must address exactly one basin (Atlantic & Arctic; Mediterranean; Baltic & North Sea; Danube River & Black Sea), with region-specific activities.
• Demonstration in at least 3 different countries of the chosen basin, involving beneficiaries established there.
• Cover relevant segments of the value chain and different types of fisheries/aquaculture operations.
• Include comprehensive barrier analysis (technical, social, legal, regulatory, policy, skills, labour market, sector attractiveness).
• Address safety, worker well-being and digital security.
• Adopt an integrated, holistic, transdisciplinary approach with complementary expertise (SMEs, maritime sectors, end-users).
• Incorporate user-centric training and capacity building at demonstration sites.
• Develop replication strategies, uptake roadmaps and advisory support mechanisms for energy monitoring and management.
• Align activities with EU research infrastructures and relevant projects (e.g., AQUASERV).
Additional Conditions for Applicants

Special Conditions

• Eligibility: consortium must perform demonstration activities in 3 different countries within the selected basin, with legal entities from each country as beneficiaries.
• Data requirements: beneficiaries using in-situ marine observations must make them openly available via EMODnet under FAIR principles. If using satellite positioning or Earth observation data, must use Copernicus and/or Galileo/EGNOS.
• Proposals must comply with Horizon Europe admissibility (page limit, layout) and eligibility conditions (Annex B).
• Grants subject to open science obligations (EMODnet data sharing) and legal/financial capacity checks.
• Awarding ensures at least one highest-ranked project funded per basin, subject to meeting thresholds.
• Alignment with the Mission “Restore our Ocean, seas and waters by 2030”: proposals must demonstrate how activities contribute to Mission objectives by 2025 (development/piloting phase).
